U.S. Launches Preliminary Market Survey for $65 Million Saudi Expo Pavilion Construction Procurement
en.Wedoany.com Reported - On October 9, the U.S. Department of State published a request for information on the federal government procurement platform SAM.gov for the design and construction project of the U.S. Pavilion at Expo 2030 Riyadh, initiating a contractor market survey. The project is expected to involve an investment of $55 million to $65 million and plans to build an approximately three-story temporary pavilion in the Riyadh Expo site in Saudi Arabia. The procurement scope covers architectural design, civil construction, exhibition fit-out, maintenance during operations, and dismantling of facilities after the expo concludes. Companies with relevant qualifications and experience must submit capability documentation by November 11.

The U.S. Pavilion site is located in the Technology District of the Expo 2030 Riyadh master plan, with plot number P5.N1.B03.01, facing the main pedestrian corridor of the Loop of Nations. The planned site area is 5,368 square meters, the maximum allowable gross floor area is 8,052 square meters, and the building height must not exceed 20 meters. The pavilion is planned to provide 5,000 to 6,000 square meters of exhibition and supporting space, with a designed reception capacity of at least 23,000 visitors per day.
The pavilion interior is planned to include a rooftop garden and restaurant, two commercial kitchens, a VIP reception area, retail space, and administrative office areas, along with logistics management facilities. Outdoor works include shaded public activity spaces and landscape facilities. The procurement also covers exhibition design, fabrication, and installation, as well as dismantling and site clearance after the expo concludes.
The U.S. Department of State requires companies or consortia participating in the market survey to submit materials on relevant project experience, management capabilities, and qualifications for international engineering implementation. Applicants must demonstrate experience in completing large national pavilion or immersive exhibition space projects within the past 15 years, as well as capabilities in cross-border logistics coordination and regional project delivery. This request for information is conducted under Part 10 of the U.S. Federal Acquisition Regulation to identify contractors with implementation capability and has not yet entered the formal contract award stage.
British engineering consultancy Buro Happold has undertaken the preparation of the master plan and development guidance documents for the relevant plots in the exhibition area. Another British company, Trivandi, was selected in April 2026 as the operations partner for the U.S. Pavilion, responsible for related operational preparations. The above operations partnership and this pavilion design and construction procurement fall under separate scopes of work.
Expo 2030 Riyadh is scheduled to be held from October 2030 to March 2031, lasting six months. The total area of the expo site planned by the Saudi organizer is approximately 6 square kilometers, located in northern Riyadh. This procurement for the U.S. Pavilion covers the complete project cycle from pavilion design and construction and exhibition facility configuration to post-expo dismantling.
