China Energy Engineering Corporation's RMB 10.828 Billion Songyuan Green Ammonia Phase II Project Commences Construction
en.Wedoany.com Reported - On October 20, the Phase II project of the "Qingqing No. 1" Songyuan Green Hydrogen-Ammonia-Methanol Integrated Project, invested and constructed by China Energy Engineering Group Co., Ltd., commenced construction in Songyuan City, Jilin Province. The Phase II project involves a total investment of RMB 10.828 billion and is planned to include 1,600 MW of wind and solar power generation facilities, supporting energy storage systems, and two large-scale green flexible ammonia synthesis units. Upon completion, it will produce 400,000 tonnes of green ammonia per year, bringing the combined annual green ammonia production capacity of Phase I and Phase II to 600,000 tonnes.

The project adopts an integrated technical route of wind and solar power generation, hydrogen production via water electrolysis, and flexible ammonia synthesis. The renewable energy power operates under a "self-generation for self-consumption, surplus power fed to the grid" model. The two ammonia synthesis units employ a multi-steady-state flexible process, adjusting chemical production loads to accommodate variations in wind and solar power output. The project is equipped with a green power direct-connection virtual power plant control system, which, combined with wind and solar power forecasting and electricity market price signals, adjusts operational scheduling between chemical production power consumption and power grid sales.
The Phase II project will establish an interconnected pipeline network system with the Phase I production facilities, with hydrogen, desalinated water, steam, and other utility facilities serving as mutual backups to support coordinated operation of the two phases. By expanding wind and solar power supply, hydrogen production capacity, and ammonia synthesis unit scale, the project will add 400,000 tonnes of annual green synthetic ammonia production capacity. Once Phase II reaches full production, it is expected to reduce carbon dioxide emissions by 1.4 million tonnes per year.
Phase I of the "Qingqing No. 1" project was commissioned on December 16, 2025, with 800 MW of new energy power generation installed capacity, forming a production capacity of 200,000 tonnes of green synthetic ammonia and related products. On October 13, 2026, 1,000 tonnes of green ammonia produced in Phase I completed ship-to-ship fuel bunkering in Zhoushan, Zhejiang, transported from Songyuan via road, port storage, and dedicated bunkering vessels to the bunkering area. Following the commencement of Phase II construction, the Songyuan base will continue to expand its green ammonia manufacturing capacity and supporting new energy installed capacity.
