Project Content:

Scope of Supply: Supply of new complete plate heat exchanger units compliant with technical specifications, including standard spare parts, special tools, and technical documentation.

Design Responsibility (if applicable): If non-standard design is required, the supplier is responsible for thermal calculations, mechanical design, strength verification, and submitting design documents for review.

Manufacturing and Testing: Complete manufacturing, assembly, and factory testing (e.g., pressure testing) of the equipment, providing test reports.

Packaging and Transport: Provide industrial packaging suitable for long-distance transport. Responsible for delivering the goods intact to the Tenderer's designated warehouse (Zielona Góra, Poland). All freight, insurance, customs duties, etc., are included in the quoted price.

Document Delivery: Provide a complete technical documentation package, including product manuals, drawings, material certificates, quality certificates, test reports, operation and maintenance manuals, etc.

After-Sales Service: Provide product warranty (as per contract terms), responsible for free repair or replacement for material or workmanship defects. Provide technical consultation and spare parts support.

Contract Model: Sign a framework agreement. During the agreement period, the Tenderer issues orders based on actual needs, and the supplier executes them according to the agreed prices and conditions in the agreement.

Contract and Commercial Details:

Contract Type: Framework agreement.

Guaranteed Purchase Quantity: The Tenderer guarantees to place orders amounting to no less than 20% of the total value of the framework agreement.

Final Price Lock: Order prices during the agreement period shall be based on the fixed price list submitted by the successful bidder and included in the contract. Prices remain unchanged during the validity period (unless otherwise stipulated by contract price adjustment clauses).

Agreement Validity Period: 12 months from the effective date of the agreement, or until the total amount of the framework agreement is exhausted by orders (whichever occurs first).

Bid Evaluation Criteria:

Sole Criterion: Net price, with a weight of 100%.

Supplier Qualification and Key Requirements:

Technical/Financial Qualifications: The Tenderer has not set special experience, track record, or financial thresholds.

Core Compliance (Bid Critical):

Sanctions and Affiliation Review: The supplier, its ultimate beneficial owners, and holding companies must absolutely not be listed on relevant EU sanctions lists for Belarus ((EC) No 765/2006) and Ukraine ((EU) No 269/2014). This is a mandatory disqualification clause.

Russian Affiliation Restriction: The supplier and its subcontractors/key resource providers undertaking more than 10% of the contract value must not involve participation by Russian citizens, residents, or entities.

Legal and Tax Compliance: A declaration is required stating no tax arrears, no bankruptcy proceedings, no bidding bans, etc.

Bidding Mode: Bidding as a consortium is not allowed.

Bidding Process and Platform:
