Project Title: Framework Agreement for the Procurement of Special Vehicles (SG Fire Trucks) for the Fire and Rescue Service of the Czech Republic

Project Description: This procurement aims to establish a long-term framework agreement with a single supplier for the continuous supply of special firefighting vehicles to the Czech Fire and Rescue Service, to be used for emergency response, personnel and equipment transport, and training tasks. The total estimated procurement volume is 40 vehicles, which must meet professional fire service requirements and be equipped with dedicated police equipment.

Procurement Scope and Technical Requirements:

Vehicle Type: M1 category vehicles, special fire trucks (SG fire trucks) modified from 4×4 drive minibus chassis.

Estimated Procurement Quantity: 40 vehicles (to be delivered in batches based on actual demand).

Vehicle Purpose: Emergency firefighting vehicles, primarily for rapid response to fires and other emergencies, transporting firefighters and necessary equipment, while also supporting daily training tasks.

Material Specifications and Configuration Requirements:

Basic Vehicle Specifications:

Chassis Type: 4×4 drive minibus chassis.

Vehicle Category: M1 (Passenger Vehicle).

Emission Standard: Compliant with the latest EU emission regulations (Euro 6 standard or higher).

Safety Standard: Certified according to EU ECE vehicle safety standards.

Special Equipment Configuration:

Police Audible and Visual Warning System: Including rotating strobe lights, siren speakers, and control unit.

Vehicle Livery: Standard Czech Fire and Rescue Service livery (red and white color scheme and department insignia).

Emergency Equipment Storage: Custom racks and equipment securing systems.

Communication Interface: Pre-installed interfaces for police radio and data terminals.

Auxiliary Power System: Additional battery pack and external power interface.

Performance Requirements:

Off-road Capability: Possess certain off-road traversability, adaptable to complex terrain.

Load Capacity: Meet the transport needs of 6-8 firefighters and standard equipment.

Climate Adaptability: Adaptable to the four-season climate conditions of the Czech Republic.

Service Scope and Delivery Requirements:

Delivery Schedule: Deliver in batches according to the timeline specified in the framework agreement. The first batch of vehicles should be delivered within 6 months after the contract takes effect.

Documentation Requirements: Provide complete technical documentation, operation manuals, and maintenance guides.

Training Services: Provide vehicle operation and basic maintenance training for the fire department.

After-sales Support: Provide repair services and spare parts supply within the warranty period.

Contract Duration: The framework agreement is valid for 3 years (from the date of signing).

Budget Information:

Net Budget Amount: €72,022,000.00

Currency Type: Euro

Service Capability: Have an after-sales service network within the Czech Republic or the EU.

Financial Status: Annual turnover not less than 30% of the budget amount.

Notes:

This is a framework agreement tender. The actual procurement volume will be determined based on the annual needs of the fire department.

Bid documents must include detailed technical proposals, configuration lists, delivery schedules, and price breakdowns.

It is recommended that bid proposals consider the total lifecycle cost of the vehicles, including maintenance and operational expenses.

Suppliers familiar with Czech public procurement regulations and fire industry standards will have an advantage.

Consortium bidding is allowed, but a lead entity must be designated and a consortium agreement submitted.
