Project Background: The Krakow Waste-to-Energy Plant is a key facility for municipal waste treatment and energy recovery, equipped with high-temperature and high-pressure thermal equipment including steam boilers, pressure vessels, steam pipelines, and turbine sets. To ensure continuous and stable operation, professional repair of various faults and technical support are required. Project Division: This procurement is divided into 3 independent parts. Bidders may submit bids for one or more parts. Part 1 (Mechanical Fault Repair - Including Pressure Equipment such as Boilers): Scope of Services: Fault diagnosis, repair, and maintenance for all mechanical equipment within the waste-to-energy plant, with a focus on high-temperature and high-pressure thermal equipment. Key Equipment (Boiler-related): Covers the steam boiler body (including furnace, heating surfaces, steam drum, combustion system), boiler auxiliary equipment (economizer, air preheater), steam pipelines connecting the boiler to the turbine-generator set, permanent pressure vessels (such as gas storage tanks, steam headers), feedwater system (pumps, valves, deaerator), fan system (primary air fan, secondary air fan, induced draft fan), and ash and slag removal system. Repair Content: Includes but is not limited to: repair and welding of leaking boiler pressure parts, repair of furnace walls and refractory materials, burner inspection and calibration, valve lapping and replacement, pipeline expansion joint replacement, insulation repair, cooperation in periodic inspection of pressure vessels and defect elimination. Special Requirements (Boiler-related): The contractor must possess authorization from the Technical Inspection Office for the modernization and repair of pressure equipment such as steam boilers, permanent pressure vessels, and steam pipelines connecting boilers and turbine sets. Relevant Certifications: Must possess ISO 9001 (Quality Management System - Plant Refurbishment and Modernization), ISO 3834 (Welding System), ISO 45001 (Occupational Health and Safety - Plant Refurbishment and Modernization) certifications. Part 2 (Electrical Fault Troubleshooting): Scope of Services: Fault diagnosis, troubleshooting, and maintenance for all electrical systems within the waste-to-energy plant. Related Equipment: Covers electrical control cabinets for boilers and auxiliary systems, motors (induced draft fan motors, feedwater pump motors, grate drive motors, etc.), power distribution lines, sensors (temperature, pressure, flow), actuators, and PLC control system interfaces. Repair Content: Includes but is not limited to: investigation of electrical short circuits and open circuits, motor inspection and replacement, replacement of control cabinet components, instrument calibration and replacement, cable laying and connection. Relevant Certifications: Must possess ISO 9001 (Quality Management System - Plant Refurbishment and Modernization) and ISO 45001 (Occupational Health and Safety - Plant Refurbishment and Modernization) certifications. Part 3 (Variable Frequency Drive Troubleshooting and Maintenance): Scope of Services: Fault diagnosis, troubleshooting, and preventive maintenance for various types of variable frequency drive (VFD) installations within the waste-to-energy plant. Related Equipment: Primarily services critical auxiliary equipment of the boiler system, including but not limited to: induced draft fan VFDs, primary air fan VFDs, secondary air fan VFDs, feedwater pump VFDs, grate drive VFDs. Repair Content: Includes but is not limited to: VFD parameter setting and optimization, troubleshooting of main control board and power board faults, replacement of power modules (IGBT), inspection and replacement of DC bus capacitors, replacement of cooling fans, fault code analysis and reset, regular dust removal and maintenance. Process Knowledge Requirement: The contractor must possess relevant knowledge of the process technology and equipment types of waste heat treatment plants, understanding the key role of VFDs in boiler combustion control and load regulation. Personnel Recommendation: It is recommended that personnel working in the waste bunker and tipping hall areas possess the relevant safety and operational qualifications. |
