Tender for Road Rehabilitation Project by NWA Council, Cameroon

Project Name: Rehabilitation Works on the NWA - SABONGARI Road

Bidding Method: National Open Tender

Project Funding Source: Ministry of Public Works of the Republic of Cameroon - Road Fund, under the Public Investment Budget for the 2026 Fiscal Year.

Project Owner (Tendering Authority): The President of the NWA Council, representing the Government of the Republic of Cameroon.

Project Location: NWA - SABONGARI Road Section, Donga-Mantung Division, North-West Region, Cameroon.

Scope of Works: Mainly consists of the rehabilitation works on the NWA - SABONGARI Road. Specific quantities are detailed in the Bill of Quantities and Cost Estimate Schedule within the bidding documents.

Subcontracting: This project is a single lot and will not be subdivided.

Construction Period Requirement: Maximum duration is 120 calendar days (4 months), calculated from the date of the commencement order.

Budget Amount (Estimated Cost): 45,000,000 CFA Francs.

Bid Security (Provisional Guarantee): 900,000 CFA Francs. Must be issued directly in the bidder's name by a bank approved by the Minister of Finance, valid for 90 days beyond the bid validity period.

Bidding Document Fee: 90,000 CFA Francs, non-refundable, obtainable upon presentation of a receipt for payment made to the NWA Municipal Treasury or any Public Treasury.

Bidder Qualification Requirements: Open to all eligible companies or consortia registered in the Republic of Cameroon, possessing the necessary technical and professional experience in road maintenance and financial capacity. The company must have no record of project abandonment. A Company Classification Certificate is mandatory.

Bid Submission Requirements: Bids must be written in English or French, submitted in seven copies (1 original, 6 copies), sealed in a single outer large envelope without any markings. The large envelope must contain three separately sealed inner envelopes labeled as Envelope A (Administrative Documents), Envelope B (Technical Documents), and Envelope C (Financial Documents).

Main Evaluation Criteria (Key Standards): Including but not limited to overall presentation of the bid, financial capacity, company's experience in similar projects, personnel qualifications, technical organization of works, proof and report of site visit, logistical capacity, signature of Special Technical Clauses/Special Administrative Clauses, etc.

Elimination Criteria (Disqualifying Factors): Including but not limited to missing administrative documents or failure to submit them within 48 hours upon request, false declarations or forged documents, outer envelope bearing bidder's identification, insufficient bid security (less than 900,000 CFA Francs), failure to provide Company Classification Certificate, omission of quantified tasks in the Bill of Quantities, technical score below 80%, construction period exceeding the specified duration (4 months), omission of unit prices for quantified items in the financial bid, etc.

Site Visit: Bidders must submit proof of site visit and a site visit report as part of the technical bid (site visit is mandatory and relevant documentation must be obtained; failure may result in point deduction or disqualification).

Obtaining Supplementary Information: Available by contacting the Contract Award Service of the NWA Council during working hours. The Tendering Authority reserves the right to amend the bidding documents before the submission deadline and will notify all companies that have purchased the documents in writing through the issuance of addenda.
