Scope of Main Designer Responsibilities ：The winning bidder will act as the main designer, fully responsible for the entire process of technical services from preliminary planning to construction supervision, ensuring the project complies with BIM standards and meets public procurement requirements.

BIM Concept Application Requirements ：All project documents must be developed using the BIM (Building Information Modeling) concept, including 3D modeling, data integration, and lifecycle information management, ensuring data consistency and traceability across design, construction, and operation phases.

Construction Planning Document Preparation ：Includes, but is not limited to, site analysis, functional layout, structural scheme, material selection, energy-efficient design, environmental impact assessment, and preliminary cost estimation.

Construction Project Document Preparation ：Deepens the construction planning, including detailed architectural design, structural design, MEP design, fire protection design, accessibility design, and landscape design, meeting requirements for building permit approval.

Implementation Project Document Preparation ：Provides construction drawings, detailed node drawings, construction process descriptions, material lists, equipment specifications, and installation drawings for direct use by construction contractors.

Engineering Service Content at Each Stage ：Provides professional technical support during the planning, design, and approval stages, coordinates specialized design units, ensures document compliance and consistency, and participates in relevant technical meetings.

Public Procurement Assistance Service Content ：Assists the tendering authority in preparing tender documents for construction contractors, participates in technical evaluations, provides technical clarifications, and ensures consistency between the construction tender and design objectives.

Author's Supervision Duties Content ：Supervises the implementation of the design during the construction phase, reviews detailed design documents submitted by the contractor, handles on-site technical changes, issues supervision reports, and ensures construction complies with the approved design documents.

Specific Project Construction Content ：Involves the extension, thermal insulation, and structural modification of the existing vocational classroom building, concerning the functional enhancement and spatial optimization of the teaching building, including new classrooms, laboratories, teacher office areas, and ancillary facilities.

Existing Building Assessment Requirements ：The winning bidder must conduct a structural safety assessment, energy consumption analysis, and functional suitability evaluation of the existing building as the basis for design.

Energy Efficiency and Insulation Design Requirements ：Must comply with current Slovak building energy efficiency standards. The thermal insulation performance of external walls, roofs, and windows/doors must meet near-zero energy building requirements, and an energy consumption simulation report must be submitted.

Structural Modification Technical Requirements ：Strengthen or modify the existing structure to accommodate the load of the extension, ensuring overall structural safety and seismic performance.

Vocational Classroom Functional Configuration ：The design must meet the needs of information technology vocational education, including computer labs, network training rooms, multimedia classrooms, and supporting equipment rooms.

Accessibility Design Standards ：Must comply with Slovak accessibility building codes, ensuring all new and renovated areas are accessible to persons with disabilities.

Environmental Impact Assessment Requirements ：An environmental impact statement must be submitted during the design phase, including control measures for noise, dust, waste, and energy consumption during both the construction and operational periods.

Technical Document Reference Files ：Annex 1 of the contract and Annex 3 of the tender documents, which detail the project scope, BIM standards, list of deliverables, technical parameters, approval process, and acceptance criteria.

Deliverables List Requirements ：Includes, but is not limited to, BIM models, design descriptions, drawing sets, calculation books, material specifications, bill of quantities, tender technical documents, and supervision reports.

Approval Process Coordination Requirements ：The winning bidder must coordinate with the tendering authority to submit design documents to the competent authorities and make revisions based on approval comments until the building permit is obtained.

Construction Phase Technical Support Requirements ：Provide on-site technical support during construction, answer technical questions from the contractor, participate in key milestone inspections, and ensure construction aligns with the design.

Document Language Requirements ：All delivered documents must be in Slovak. Metadata in BIM models may be in English but must be accompanied by Slovak explanations.

BIM Software Compatibility Requirements ：Submitted BIM models must be compatible with common formats used by Slovak public building information platforms, such as IFC, and support full lifecycle information exchange.

Bidder Qualification Requirements ：Bidders must possess architectural design qualifications recognized in Slovakia or EU member states, have experience with similar public building BIM projects, and provide relevant performance proof.

Consortium Bidding Regulations ：Consortium bidding is allowed. Consortium members must jointly assume joint and several liability and designate a lead party responsible for communication with the tendering authority.

Bid Document Composition Requirements ：Includes technical proposal, BIM implementation plan, project team resumes, past performance, price quotation, and qualification documents.

Evaluation Criteria ：Based on the best price-quality ratio principle, with technical proposal weighting 70% and price weighting 30%. The technical proposal includes BIM capability, design approach, project organization, and innovation points.

Quotation Requirements ：Bidders must quote in Euros, with a validity period of not less than 90 days, inclusive of all taxes and performance bond requirements.

Performance Bond Requirements ：The winning bidder must submit a performance bond equal to 5% of the contract value within 10 days of contract signing, which can be in the form of a bank guarantee or cash deposit.

Contract Payment Terms ：Payment based on milestones, including design initiation, submission of planning documents, submission of construction documents, submission of implementation documents, completion of construction tender assistance, and supervision of final acceptance.

Intellectual Property Ownership ：Intellectual property rights for all delivered documents belong to the tendering authority. The winning bidder must sign a relevant transfer agreement.

Dispute Resolution Method ：Contract disputes shall be adjudicated by the competent court within the territory of the Slovak Republic, governed by Slovak law.
