Project Description: This tender aims to procure 11kV SF6 Ring Main Units for the construction of the distribution network in Goa's power system. The equipment must be SCADA compatible, support remote monitoring and control, and include a battery charger with associated batteries for motorized operation.

Project Scope: Supply, delivery, and completion of site installation, testing, and commissioning of 11kV Ring Main Units. This includes design, manufacturing, factory testing, pre-dispatch inspection, packaging, transportation, site unloading, installation, testing, commissioning, and handover of the equipment.

Bidder Eligibility Requirements:

Basic Eligibility: Must be registered on the Goa eProcurement Portal and possess a valid Class III Digital Signature Certificate.

Experience Requirement (for non-CPWD registered contractors): In the last 7 years (up to the last day of the month preceding the bid submission deadline), must meet any one of the following conditions:

Successfully completed 3 similar projects, each with a contract value not less than INR 37,245,000; or

Successfully completed 2 similar projects, each with a contract value not less than INR 55,867,500; or

Successfully completed 1 similar project with a contract value not less than INR 74,490,000.
(Note: The value of completed works may be escalated to the current cost level at a 7% annual compound growth rate.)

Concessions for Goa MSME Units:

Micro and Small Enterprises holding a valid verification certificate from the Directorate of Industries & Commerce, Goa, have a tender document fee of INR 500 and EMD of INR 5,000.

Eligible enterprises are exempted from submitting Performance Security and Security Deposit (as per Notification No. 3/40/2003-IND (Pt. II) (Vol. III)/132 dated 27.06.2022).

Manufacturer Authorization: If the bidder is an agent, an original authorization letter from the manufacturer of the offered brand must be submitted.

Prohibited Bidders: Companies with outstanding dues to Goa Electricity Department, blacklisted, or otherwise legally barred are not eligible to participate.

Can be submitted as Bank Guarantee, Insurance Guarantee Bond, Demand Draft, Fixed Deposit Receipt, etc.

If using Bank Guarantee, at least 50% or INR 2,000,000 (whichever is less) must be submitted in the above forms, the balance can be submitted as Bank Guarantee (valid for 90/180 days).

The original must be submitted to the office of the Executive Engineer before the bid submission deadline, and a scanned copy uploaded to the portal.

EMD for MSME units is INR 5,000.

Performance Security: 5% of the contract value

To be submitted within the period specified in Schedule-F after award.

Exempted for Goa MSME units.

Evaluation Criteria: Lowest Price (The bid with the lowest price among technically qualified bids will be awarded the contract)

Bid Validity: 120 days from the date of Technical Bid opening

Late Delivery Penalty: Liquidated damages at 1% of the total contract value per day (maximum 10%) for failure to deliver on time.

Defect Liability / Warranty Period:

48 months from the date of commissioning or 60 months from the last supply, whichever is later.

After the warranty period, an additional 3 years of free replacement liability for potential "latent defects."

Special Execution Conditions:

Labor Regulations: Must comply with the Workmen's Compensation Act, Minimum Wages Act, and CPWD Contractor Labor Regulations, providing stipulated wages, benefits, housing, sanitation, and safety to workers.

Environmental Requirements: All materials, technologies, and work methods must comply with environmental protection requirements.

Dispute Resolution: To be resolved through civil litigation in courts of competent jurisdiction within Goa.
