Project Name: Supply and Delivery of Road Marking Paint Project Background & Scope: The Mossel Bay Municipality, to meet the maintenance and renewal needs of its road network within its jurisdiction, now invites qualified suppliers through an open tender to establish a three-year framework agreement for the supply of road marking paint. The successful bidder will serve as the Municipality's designated supplier during the contract period, supplying various types of road marking paint products in batches as required. Material Specifications & Technical Parameters: The road marking paint to be procured in this tender is expected to cover the following categories and technical requirements. Product Types: Including but not limited to solvent-based road marking paint, water-based road marking paint, two-component road marking paint, hot-melt reflective road marking paint, etc. Color Requirements: Primarily white and yellow (which may be categorized as thermoplastic yellow, durable yellow, etc., according to South African road specifications), as well as other colors for special purposes (such as blue and red for bus lanes or special markings). Performance Requirements: Must comply with South African National Standards (SANS) or specific technical indicators stipulated in the tender documents. Retroreflectivity: Ensure nighttime reflective effect of markings, meeting standards for highways and urban roads. Abrasion Resistance: Able to withstand long-term vehicle traffic, with a long service life. Drying Time: Meet the needs of rapid construction and traffic opening, especially for sections with high traffic volume. Adhesion: Good adhesion to both asphalt and concrete pavement. Glass Bead Content/Quality: The refractive index, particle size distribution, and water resistance of pre-mixed or surface-applied glass beads must meet requirements to ensure long-lasting reflectivity. Packaging Specifications: Typically 20kg/25kg iron drums or 200kg/210kg iron drums; hot-melt paint may be packaged in bags or boxes. Service Scope & Delivery Requirements: Supply Model: Batch supply as needed. The Municipality will issue purchase orders to the successful supplier based on actual maintenance plans and urgent needs, and the supplier must complete delivery within the specified time. Delivery Location: Designated municipal warehouses within the Mossel Bay municipal jurisdiction or specific construction sites (specific locations will be clarified in the order). Delivery Timeframe: Upon receiving an order, the supplier must deliver the goods to the designated location within the agreed number of working days (e.g., 3-5 working days); shorter response times may be required in emergencies. Inventory Management: The supplier should have the capability to maintain a certain safety stock to ensure continuous and stable fulfillment of the Municipality's routine and urgent procurement needs throughout the contract period. Technical Support: The supplier should be able to provide necessary product usage guidance and technical support, including but not limited to advice on storage conditions, construction precautions, and recommendations for compatible thinners, ensuring that municipal construction teams can use the products correctly and efficiently. Quality Assurance: The supplier must guarantee that each batch of supplied products is genuine from the original manufacturer, with stable and reliable quality, meeting the technical standards promised during bidding. For any batch of non-conforming products, the supplier shall unconditionally replace them free of charge upon notification and bear reasonable losses incurred as a result. Contract Duration: Three-year fixed-term contract, from July 1, 2026 to June 30, 2029. Bid Document Acquisition Methods: Paid Hard Copy: Can be purchased from Ms. Juanita Schoett at a cost of ZAR 264.00 per set (non-refundable). Payment must be completed before collection and can be made at the Cashier's Office on the ground floor (seaside) of the Mossel Bay Municipality Main Building (101 Marsh Street), or via electronic transfer (bank details and reference number can be obtained by emailing ensyders@mosselbay.gov.za). Proof of payment must be presented when collecting the bid documents at the Supply Chain Management Office (address as above). Free Electronic Copy: Can be downloaded free of charge from the municipal website www.mosselbay.gov.za. All potential bidders are advised to download the electronic version to obtain the complete and detailed technical specifications and contract terms. Bid Submission Methods: Physical Submission: Place the fully completed bid documents (including all required declarations, certificates, and pricing schedules) in a sealed envelope and deposit it into the tender box located at the entrance of the Mossel Bay Municipal Hall (101 Marsh Street) before the deadline. Mail Submission: Ensure delivery to the following address by the closing date and time: Tender Box, Mossel Bay Municipality, PO Box 25, Mossel Bay, 6500. Bidders bear the risk of postal delays. Sealing Requirements: The outer envelope must clearly indicate the tender number (TDR113/2025/2026), project name (Supply and Delivery of Road Marking Paint), and bid submission deadline (March 27, 2026). Mandatory Registration Requirement: All bidders (including those not yet successful) must be registered or commit to registering on the Central Supplier Database before contract award. Unregistered bidders will not be eligible for award. Registration can be completed online: www.csd.gov.za. Special Terms & Disclaimer: The Municipality reserves the right to withdraw any tender invitation and re-advertise. The Municipality reserves the right to reject any bid or accept only part of a bid. The Municipality is not obliged to accept the lowest bid or to award the contract to the bidder with the highest score. The final award will be based on a comprehensive consideration of value for money, performance capability, compliance, and the preferential points system. Any incomplete, non-compliant bid, or provision of false information by the bidder in this declaration, will result in immediate disqualification of the bid. |
