Project Background: To meet the operational and maintenance needs of its traffic management and public lighting systems, Debrecen Training Center is conducting a centralized procurement of various traffic signal and control equipment, lighting hardware, and related accessories to support the construction and upgrade of urban traffic infrastructure.

Procurement Quantity and Scope (The following quantities are estimates, the procuring entity may adjust them based on actual needs):

Spare Parts Supply Requirement: Equipment and signal heads must be supported with spare parts supply for 10 years

Key Technical Requirements:

C-ITS Capability: Complex traffic signal control equipment must support Cooperative Intelligent Transport Systems (C-ITS) communication, using the ETSI ITS-G5 communication interface via the C-Roads platform to enable communication between infrastructure and vehicles.

System Compatibility: Equipment must be able to communicate with the adaptive traffic control center (VRS-5000) operated by Magyar Közút Nonprofit Zrt. and/or the MYCITY system operated by the Municipality of Debrecen.

Total Framework Agreement Amount: HUF 100 million net (HUF)

Minimum Procurement Commitment: The procuring entity commits to placing orders for at least 70% of the total framework amount

Disposition of Remaining 30%: If not fully utilized, the successful tenderer may not raise any claims

Contract Amount Increase: According to Kbt. 141.§ (4) bek. a) point, the total framework amount may be increased by up to 50%, provided the procuring entity ensures the availability of corresponding funding sources

Financial Capacity Requirements:

Annual Turnover: Total net turnover from the supply of traffic control and/or public lighting equipment over the last three financial years (looking back from the date of tender announcement publication) must be at least HUF 50 million

Technical Capacity Requirements:

M.1.1: Completion of at least 3 supply contracts for signal control equipment within the last 3 years (or started within the last 6 years)

M.1.2: Completion of at least 25 supply contracts for signal heads within the last 3 years

M.1.3: Completion of at least 10 supply contracts for public lighting fixtures within the last 3 years

M.2: Completion of at least 1 supply contract for complex traffic signal control equipment within the last 3 years, which must support C-ITS communication (using ETSI ITS-G5 interface via the C-Roads platform)

Penalty for Breach:

Delay in Delivery: 2% of net value of affected product per day, maximum 10 days

Quality Defect: If choosing not to repair/replace, a penalty of 20% of the net value of the defective product

Contract Invalidation: If delay reaches the maximum limit or 5 cumulative order failures, a penalty of 30% of the total undelivered amount may be charged

Special Notes:

"Or Equivalent" Clause: Specific brands, models, etc. mentioned in the procurement documents are for clarifying the nature of the subject matter only; tenderers may offer equivalent products but must prove their equivalence in the tender

Prohibition of Split Bids: This project does not accept split bids; the procuring entity considers the overall procurement more cost-effective and technically justified

Supplementary Documents: Some technical documents require signing a non-disclosure agreement and will be obtained via the tenderer's communication channel
