Procurement Objective: To ensure the safe operation of railway vehicles, reduce the failure rate of braking systems, and improve the quality of railway transport services and operational efficiency by procuring high-quality automatic braking system components.

Product Scope: Specific components for automatic braking systems, which may include brake control units, brake cylinders, brake piping, brake valves, sensors, actuators, and related accessories.

Technical Compatibility Requirements: All components must be fully compatible with Renfe's existing locomotive and vehicle braking systems, ensuring plug-and-play installation without requiring additional modifications.

Reliability and Lifetime Requirements: The Mean Time Between Failures (MTBF) for key components must reach advanced industry levels, and the design service life must meet railway vehicle overhaul cycle requirements.

Environmental Adaptability Requirements: Components must adapt to the climatic conditions of different regions in Spain, including high temperature, low temperature, humidity, dust, etc., ensuring stable operation under various working conditions.

Safety Requirements: Braking system components must pass Safety Integrity Level (SIL) assessment and comply with railway functional safety standards EN 50126, EN 50128, EN 50129.

Packaging and Transportation Requirements: Use professional packaging that is moisture-proof, shock-proof, and rust-proof to ensure product quality is not affected during long-distance transportation and long-term storage; clearly define delivery methods and transportation responsibilities.

Delivery Time Requirements: Deliver in batches according to Renfe's maintenance plan. Specific delivery schedules will be negotiated after contract award. Rapid response capability is required in emergency situations.

Acceptance Criteria: Upon arrival, goods must be inspected by Renfe technical personnel, including visual inspection, dimensional measurement, functional testing, etc., before being accepted into inventory.

Warranty Period Requirements: Provide a minimum product quality warranty period of 2 years. Quality issues arising within the warranty period require free replacement or repair.

Technical Bid: Includes product technical specifications, performance parameters, quality certifications, past performance, technical proposals, etc., to be evaluated through merit assessment.

Economic Bid: Includes detailed quotation, price composition analysis, etc., to be evaluated through formula assessment.

Bid Evaluation Criteria:

Price (Economic Bid): 90% weight, lower price yields higher score.

Other Technical Factors (Technical Bid): 10% weight, including product technical advancement, quality reliability, completeness of technical proposal, past performance, etc.
