Located in a tourist hotspot in the Canary Islands, the project must consider traffic flow during peak tourist seasons and environmental protection requirements. Project Scope: Execution of all works covered by the "San Fernando to EU Avenue Merge Lane Project," including but not limited to subgrade works, pavement laying, road marking, drainage system construction, traffic signal installation, lighting system adjustments, landscaping restoration, and related ancillary facility construction. Details are specified in Article 4 of the Administrative Clauses Compilation and the technical project documents. Scope of Works - Roadworks: Construction of a new merge lane, including excavation and filling of subgrade, construction of base and sub-base layers, curb installation, sidewalk adjustments (if needed), intersection channelization design, and construction of acceleration/deceleration lanes. Geometric design must comply with Spanish road regulations, ensuring sight distance and turning radii meet safety requirements. Scope of Works - Pavement Works: Pavement structure design must meet local traffic loads and climatic conditions. Includes: laying asphalt mixture surface course, applying tack coats and prime coats, pavement compaction, smoothness control, and ensuring skid resistance. Evaluation Criteria - Price: Bid price weight 90%. The quotation must include all materials, labor, equipment, overheads, profit, and general expenses. The price must not be below cost and should be at a reasonable market level. Evaluation Criteria - Other: Warranty period extension weight 10%, allowing an extension of 0 to 10 years. Bidders may voluntarily commit to extending the project warranty period; longer extensions yield higher scores. The warranty period is calculated from the date of final acceptance.
