Project Scope: Execution of all works covered by the "San Fernando to EU Avenue Merge Lane Project," including but not limited to subgrade works, pavement laying, road marking, drainage system construction, traffic signal installation, lighting system adjustments, landscaping restoration, and related ancillary facility construction. Details are specified in Article 4 of the Administrative Clauses Compilation and the technical project documents.

Scope of Works - Roadworks: Construction of a new merge lane, including excavation and filling of subgrade, construction of base and sub-base layers, curb installation, sidewalk adjustments (if needed), intersection channelization design, and construction of acceleration/deceleration lanes. Geometric design must comply with Spanish road regulations, ensuring sight distance and turning radii meet safety requirements.

Scope of Works - Pavement Works: Pavement structure design must meet local traffic loads and climatic conditions. Includes: laying asphalt mixture surface course, applying tack coats and prime coats, pavement compaction, smoothness control, and ensuring skid resistance. Pavement materials must comply with Spanish standards, ensuring durability and rutting resistance.

Scope of Works - Drainage System: Construction or modification of road drainage facilities, including catch basins, drainage pipes, manholes, ditches, and culverts. Drainage design must be based on local rainfall intensity, ensuring no water ponding on the road surface, effective collection and discharge of rainwater, and avoiding waterlogging in surrounding areas.

Scope of Works - Traffic Safety Facilities: Includes road markings (lane lines, arrows, text markings), traffic signs (prohibitory, mandatory, warning signs), guardrails (if needed), anti-glare facilities, and speed bumps. All facilities must comply with Spanish traffic sign regulations.

Scope of Works - Lighting Facilities: If lighting system adjustments are involved, includes relocation or addition of streetlights, cable laying, distribution box installation, lighting control system commissioning, etc., to ensure nighttime driving safety.

Scope of Works - Landscaping and Restoration: After construction, restore vegetation in temporarily occupied areas, planting vegetation suitable for the local climate to restore the original landscape.

Material Specifications - Asphalt Mixture: Asphalt mixture must comply with Spanish standard PG-3 (General Technical Specifications for Road and Bridge Works). The surface course typically uses modified asphalt mixtures like AC16 surf S or similar gradations, ensuring rutting resistance, moisture damage resistance, and durability. Asphalt must be road petroleum asphalt or modified asphalt conforming to EN 12591.

Material Specifications - Base Materials: Base and sub-base must use graded crushed stone or cement-stabilized crushed stone conforming to PG-3 specifications. Materials must meet gradation requirements, plasticity index, crushing value, and California Bearing Ratio (CBR). Compaction density must achieve specified requirements (typically 98% or higher).

Material Specifications - Curbs: Curbs must be precast or cast-in-place concrete with a strength class not less than HM-20 (C20/25). Dimensions and shapes must comply with design requirements, with a smooth surface, free of cracks and defects.

Material Specifications - Drainage Pipes: Stormwater pipes can be reinforced concrete pipes, PVC-U pipes, or HDPE double-wall corrugated pipes, with diameters determined by hydrological calculations (typically 300mm to 800mm). Support structures are galvanized steel pipes or sections; foundations are cast-in-place concrete.

Material Specifications - Road Markings: Marking materials are hot-melt or two-component road marking paint, 1.5-2.5mm thick, containing glass beads for nighttime reflectivity. Markings must have good wear resistance, adhesion, and skid resistance.

Material Specifications - Lighting Facilities: If lighting is involved, streetlights use LED light sources, color temperature 4000K-5000K, protection rating not less than IP65. Tender Procedure: Simplified open tender, part of the ordinary processing procedure.

Bid Submission Rules: Bids must be submitted electronically via the PLACSP platform. Bids are single-envelope, containing administrative documents and evaluation criteria that can be automatically quantified by formula.

Company Qualification Requirements - Business Classification: Bidders must possess G4-2 business classification (Asphalt Mixture Pavement Works, applicable for contracts valued between €150,000 and €360,000). This classification is one of the mandatory requirements for public works tenders in Spain.

Qualification Requirements - Participation Conditions: Legal capacity, no bidding prohibitions, social security obligation compliance, tax obligation compliance: refer to PCAP Article 11. During bidding, only a "Yes" response in the application is required; supporting documents (including company registration certificate, criminal record certificate, social security and tax clearance certificates, etc.) are only required from the top-ranked bidder subsequently.

Qualification Requirements - Technical and Professional Capability: Completed project experience details in PCAP Article 12. Must provide examples of similar road works completed within the past 5 years, including contract value, scope of work, client information, and completion certificates. Technical personnel or department details in PCAP Article 12.3; must provide resumes of the proposed technical project manager and relevant qualification certificates.

Qualification Requirements - Economic and Financial Capability: Annual turnover details in PCAP Article 12. Must provide audited financial statements or turnover declarations for the past three fiscal years, demonstrating the company's financial capacity to undertake this project.

Evaluation Criteria - Price: Bid price weight 90%. The quotation must include all materials, labor, equipment, overheads, profit, and general expenses. The price must not be below cost and should be at a reasonable market level.

Evaluation Criteria - Other: Warranty period extension weight 10%, allowing an extension of 0 to 10 years. Bidders may voluntarily commit to extending the project warranty period; longer extensions yield higher scores. The warranty period is calculated from the date of final acceptance.

Contract Performance Bond: Final bond amount is 5% of the contract value. The bond must be submitted as a cash deposit, bank guarantee, or insurance company guarantee.

Contract Execution Conditions: Electronic invoicing and electronic payment required. Special execution conditions: environmental factors must be considered, refer to PCAP Article 28. Includes controlling dust and noise during construction, protecting existing vegetation, proper disposal of construction waste, using environmentally friendly materials, etc.

Subcontracting: Subcontracting is allowed but must be clearly stated in the bid documents, specifying the scope and subcontractor qualifications. The main contractor bears joint liability for the subcontractor's work.

Electronic Bidding: Electronic auction not used. Electronic catalogues not accepted. However, electronic invoicing and electronic payment are required.
