Description

Tender Description : Veikkaus Oy is inviting tenders for a four-year (2+1+1) framework agreement to procure an Oracle development partner. The total maximum value of the agreement is EUR 12,000,000 (VAT 0%). The subject of procurement is specified in more detail in its different parts, as described in Appendix 2 "Service Requirements" of the Invitation to Tender and other appendices. During the agreement period, the contracting entity will order services for specific parts according to its needs. The contracting entity does not commit to purchasing a fixed amount. The agreement does not grant the service provider exclusive rights to provide services to the contracting entity.

Division into Lots : This tender is divided into 7 lots. Bidders may tender for one or more lots, up to a maximum of 7 lots. For each lot, a maximum of 5 suppliers will be selected for the framework agreement.

Lot 1 Name : Oracle Fusion Applications (e.g., Finance, Supply Chain Management, Procurement, Project Portfolio Management)

Lot 1 Description : This part covers the procurement of services related to Oracle Fusion Applications, focusing on design, configuration, development, integration, and operations on the Oracle Cloud Platform. The scope includes core Enterprise Resource Planning processes such as finance, procurement, supply chain, and projects, extensions and customizations using platform tools, release and test management for quarterly updates, and continuous improvement based on the Fusion solution environment. Work typically involves designing and configuring Oracle Fusion modules, implementing end-to-end Enterprise Resource Planning processes, integrating Fusion with surrounding systems, and managing the impact of quarterly releases. The focus of this category is on solution design, configuration, extension and integration, testing and release management, and the full lifecycle of Fusion-based Enterprise Resource Planning services from implementation to continuous improvement.

Lot 1 General Requirements : Proven experience in implementing, enhancing, and supporting Oracle Fusion Cloud, covering Enterprise Resource Planning finance, procurement, supply chain, and project management modules; ability to work in multi-vendor and hybrid environments (on-premises, OCI, integration with non-Oracle systems); capability to support the full lifecycle: requirements, solution design, configuration, integration, testing, migration, cutover, post-go-live focused support, and continuous improvement; familiarity with Oracle implementation best practices, security models, and quarterly update processes; experience in integrating Fusion with external systems via APIs, OIC, or other integration platforms; ability to design custom extensions using APEX and/or VBCS; ability to design and build analytics and reports in the Oracle Fusion Cloud environment; ability to produce clear documentation in English (design, configuration, test plans, user guides), Finnish language skills are considered an advantage; other roles that can be performed include project manager, test manager, and service manager.

Lot 2 Name : Oracle CX, CPQ (e.g., Service, Sales, Marketing, Loyalty)

Lot 2 Description : This part is dedicated to the procurement of services related to Oracle CX applications, supporting customer-facing processes such as customer service, sales, and marketing. The scope includes configuration and development of CX solutions, integration with backend and data platforms, customer data and consent management, and continuous optimization of cross-channel customer experiences. Work typically involves designing and implementing CX solutions to support customer service, sales, and marketing processes, integrating CX with backend and data platforms, and optimizing the use of customer data. The focus of this category is on process and solution design, configuration and development of CX applications, integration and data flows, and full lifecycle management of Oracle CX-based services.

Lot 2 General Requirements : Mature experience in implementing and supporting Oracle CX Cloud applications (CX Service Cloud, Engagement, Marketing) relevant to Veikkaus; understanding of customer lifecycle, customer data, and omnichannel service concepts; ability to integrate CX with backend systems, Fusion, data warehouses, and external tools; ability to design custom extensions using APEX and/or VBCS; ability to design and build analytics and reports in the Oracle Fusion Cloud environment; other roles that can be performed include project manager, test manager, and service manager.

Lot 3 Name : Oracle HCM (e.g., Core HR, Payroll, Talent, Time & Attendance, Time and Labor)

Lot 3 Description : This part covers the procurement of services related to Oracle HCM Cloud, supporting human resources processes throughout the employee lifecycle. The scope includes design and configuration of HCM modules, integration with payroll, identity and access management, and analytics solutions, as well as support for regulatory compliance, security, and continuous enhancement of HR services. Work typically involves designing and configuring HCM modules to support HR processes, integrating HCM with payroll, identity management, and analytics, and ensuring compliance with HR and data privacy regulations. The focus of this category is on HR process digitalization, HCM solution design and configuration, integration and reporting, and the full lifecycle of Oracle HCM-based services from rollout to continuous enhancement.

Lot 3 General Requirements : Proven experience in implementing and supporting Oracle HCM Cloud, covering Core HR, Recruitment, Talent Management, Time and Labor; understanding of HR processes, local (Finnish/EU) legal and regulatory requirements, and data privacy; ability to design custom extensions using APEX and/or VBCS; ability to design and build analytics and reports in the Oracle Fusion Cloud environment; other roles that can be performed include project manager, test manager, and service manager.

Lot 4 Name : Oracle EPM (e.g., Planning, Financial Consolidation and Close, Account Reconciliation, Profitability and Cost Management)

Lot 4 Description : This part is dedicated to the procurement of services related to Oracle EPM Cloud for financial planning, budgeting, forecasting, and consolidation. The scope includes model design and configuration, integration with Enterprise Resource Planning and data platforms, report and analytics development, and continuous optimization of EPM solutions to support financial and business steering. Work typically involves designing and implementing planning and consolidation models, integrating EPM with Enterprise Resource Planning and data warehouses, and developing reports and analytics for financial and business control. The focus of this category is on financial process and model design, configuration and optimization of EPM applications, data integration and reporting, and the full lifecycle of Oracle EPM-based services supporting planning, forecasting, and closing.

Lot 4 General Requirements : Mature experience with Oracle EPM Cloud (e.g., Planning, Financial Consolidation and Close, Account Reconciliation, Profitability and Cost Management, etc.); understanding of financial planning, budgeting, forecasting, and consolidation processes; other roles that can be performed include project manager, test manager, and service manager.

Lot 5 Name : Oracle Infrastructure and Cloud

Lot 5 Description : This part covers the procurement of cloud services related to Oracle Cloud Infrastructure, Software-as-a-Service, and Platform-as-a-Service, including the design, implementation, and operation of the underlying Veikkaus Oracle Cloud tenant. This includes areas such as OCI infrastructure design and management, identity and access management, OCI networking, Oracle Integration Cloud, custom extensions, Oracle Database, monitoring and logging, automation/DevOps tools, and other security and platform capabilities required to securely and efficiently operate and integrate Veikkaus Oracle solutions. Work typically involves designing and implementing cloud environments, establishing governance and landing zones, securing cloud workloads, and ensuring high availability and operational reliability. The focus of this category is on cloud engineering, architecture, and the full lifecycle of OCI SaaS and PaaS services, including custom extensions, integration platforms, and security capabilities.

Lot 5 General Requirements : Mature experience with Oracle Cloud Infrastructure and Oracle PaaS services (e.g., OIC, APEX, VBCS, IDCS/OCI IAM, FDI, Database services) relevant to Veikkaus; deep understanding of cloud security, networking, and compliance in an EU context; ability to collaborate closely with Veikkaus security, infrastructure, and application teams; other roles that can be performed include project manager, test manager, and service manager.

Lot 6 Name : Nearshore Delivery and Development

Lot 6 Description : This part covers the procurement of cost-effective Oracle development and support services from an EU/EEA-based nearshore delivery center. This part focuses on providing flexible and scalable resources for the development and maintenance of Veikkaus Oracle solutions. Services include technical development, application support, and continuous improvement activities for Oracle platforms across all solution areas defined in this framework agreement. Nearshore delivery ensures geographical proximity, compliance with EU regulations, and enables efficient collaboration with Veikkaus teams while leveraging the expertise of Oracle professionals in the delivery center. Suppliers must maintain a permanent delivery capability and demonstrate the ability to allocate appropriate technical resources for Veikkaus assignments, ranging from project work to ongoing support. Typical work includes software development and integration, technical troubleshooting, enhancements, support services, and collaboration with Veikkaus personnel to ensure secure and compliant operation of Oracle solutions.

Lot 6 General Requirements : Mature experience in delivering Oracle development, support, and services from an EU/EEA-based nearshore center; ability to provide development and technical support services for a variety of Oracle products and platforms relevant to Veikkaus; capability to allocate and scale a permanent Oracle delivery capability of at least 10 professionals with demonstrable competencies; compliance with EU data protection and security requirements; robust processes to ensure secure, high-quality delivery; effective communication and collaboration with Veikkaus teams, leveraging nearshore geographical proximity; other roles that can be performed include project manager, test manager, and service manager.

Lot 7 Name : Offshore Delivery and Development

Lot 7 Description : This part covers the procurement of cost-effective Oracle development and support services from an offshore delivery center. This part focuses on providing flexible and scalable resources for the development and maintenance of Veikkaus Oracle solutions. Services include technical development, application support, and continuous improvement activities for Oracle platforms across all solution areas defined in this framework agreement. Suppliers must maintain a permanent delivery capability and demonstrate the ability to allocate appropriate technical resources for Veikkaus assignments, ranging from project work to ongoing support. Lot 7 General Requirements : Mature experience in delivering Oracle development, support, and services from an offshore center; ability to provide development and technical support services for a variety of Oracle products and platforms relevant to Veikkaus; capability to allocate and scale a permanent Oracle delivery capability of at least 10 professionals with demonstrable competencies; compliance with EU data protection and security requirements; robust processes to ensure secure, high-quality delivery; effective communication and collaboration with Veikkaus teams; other roles that can be performed include project manager, test manager, and service manager.

Place of Performance : The place of performance for Lots 1-5 and Lot 7 is Helsinki-Uusimaa (NUTS: FI1B1), Finland; the place of performance for Lot 6 is anywhere within the European Economic Area.

Contract Duration : 48 months

Bidder Eligibility : Must be registered in the relevant trade or commercial register of a Member State.

Bidder Experience Requirements : During the reference period, the bidder must have performed services of the type specified in the procurement documents and possess technical and professional qualifications and experience corresponding to the requirements of the procurement documents.

Award Criteria : Price (Weighting: 100%)

Price Evaluation Method : Bidders must provide prices for different skill levels for each lot according to Appendix 3 "Price Schedule". For each lot, bids will be ranked based on a "reference price" calculated from the price schedule. The reference price is the weighted sum of prices for different skill levels. The five bidders offering the lowest reference price in each lot will be selected.
