Tender Name: Supply and Delivery of One New All-Terrain Double Cab Fire Truck

Project Content and Material Specifications:
This tender is for the procurement of one brand new all-terrain double cab fire truck, suitable for operation on both paved and unpaved (all-terrain) roads. The vehicle must have a double cab and be equipped with firefighting-specific equipment. Quotations must include Value-Added Tax (if registered for VAT) and transportation costs to Graaff-Reinet. Detailed specifications regarding technical parameters, firefighting equipment configuration, chassis specifications, engine requirements, body structure, water pump and water tank capacity, etc., must be obtained from the tender documents.

Scope of Service:
The bidder is responsible for transporting and delivering the fire truck to the designated location in Graaff-Reinet and ensuring the vehicle complies with relevant South African safety and quality standards. Any requirements for installation, commissioning, operational training, or after-sales maintenance must be further confirmed through the tender documents.

Bid Submission Method:

Bid documents must be sealed in an envelope clearly marked "122/2025".

Submit to the Municipal Tender Box (located at the Robert Sobukwe Building).

Submission Deadline: 27 March 2026, 12:00.

Bid documents will be opened publicly immediately after the closing time.

Fax, email, or late quotations will not be accepted.

Evaluation Method:
An 80/20 scoring system will be used, where price accounts for 80 points and specific goals account for a maximum of 20 points. Evaluation will be based on the following criteria: relevant specifications, price-performance ratio, and the 2022 Public-Private Partnership Act regulations.

Specific Goal Scoring Details:

B-BBEE Contributor Level: Maximum 10 points, allocated based on MBD 6.1 document.

Promotion of Enterprise from Specific Province (for work or services to be performed in that province): Maximum 10 points, allocated as follows:

10 points: Located within the jurisdiction of the Dr Beyers Naudé Local Municipality.

6 points: Located within the jurisdiction of the Sarah Baartman District Municipality.

4 points: Located within the Eastern Cape Province.

1 point: Located outside the Eastern Cape Province.

Bid Eligibility Requirements:

Central Supplier Database Registration: All suppliers must be registered on the Central Supplier Database at www.csd.gov.za.

Tax Compliance Certificate: A current original Tax Clearance Certificate or Tax Verification PIN issued by the South African Revenue Service (SARS) must be provided.

Municipal Clearance Certificate: A certified current Municipal (rates and services) Clearance Certificate must be submitted.

B-BBEE Certificate: A certified current B-BBEE Contributor Level Certificate must be submitted to obtain preference points; failure to attach the certificate will result in no points. Trusts, consortia, or joint ventures may submit their B-BBEE certificate as a legal entity to obtain points.

Local Content Requirements: Must meet the local content requirements for the specific project, details of which must be obtained from the tender documents.

The Municipality is not obliged to accept the lowest or any tender and reserves the right to accept any tender or part thereof.

This tender is subject to the General Conditions of Contract and other applicable Special Conditions of Contract.

Prohibition Clause: Bids from current employees of the National, Provincial Government, or Municipality will not be accepted.
