This consultation meeting aimed to address environmental changes in the media and digital sectors in the AI era, promote industrial innovation, and strengthen user protection. The two ministries discussed cooperation plans in three areas: AI, media and OTT, and digital regulation and user protection.

In the AI sector, both sides decided to enhance data sharing and jointly support the broadcasting artificial intelligence transformation (AX). The Korea Broadcasting and Media Communication Deliberation Committee will provide its monitoring data to the "Independent AI Foundation Model" elite team being promoted by the Ministry of Science and ICT as learning data. Additionally, the Korea Communications Commission plans to provide part of the "Broadcasting Video AI Learning Data" to be built in 2025 to the "AI Hub" platform operated by the Ministry of Science and ICT for multi-faceted utilization.

Jeong Young-gil, Director of the Network Policy Division at the Ministry of Science and ICT, stated that AX is a core means of enhancing the competitiveness of the media ecosystem, and building broadcasting video datasets is crucial for improving AI competitiveness.

In the media and OTT sectors, both sides decided to jointly lay the foundation for building a K-FAST ecosystem and securing global leadership for the domestic OTT industry. The Korea Communications Commission will participate in the "Global K-FAST Alliance" established by the Ministry of Science and ICT last year, and the two ministries will actively explore new businesses related to OTT and FAST.

Second Vice Minister of Science and ICT Yoo Je-myung pointed out that the OTT and FAST sectors are in a state of "Big Blur," requiring the two ministries to discuss from the initial stage to avoid coordination after project implementation, and it is necessary to organize overlapping areas.

In terms of digital regulation and user protection, both sides agreed to jointly formulate measures to address the proliferation of platforms and AI services, as well as increasing cybersecurity incidents, to protect users. Director Jeong Young-gil explained that digital regulation is an essential task for both ministries, but in the communications sector, the Ministry of Science and ICT is responsible for ex-ante regulation, while the Korea Communications Commission handles ex-post regulation, requiring close cooperation to avoid inconsistencies.

Ko Min-soo, Standing Commissioner of the Korea Communications Commission, stated that to create a policy environment that the public can trust, the two ministries will break down barriers and work together.
