Rather than targeting established data center hubs in Southeast Asia (such as the FLAP-D markets), this collaboration focuses on emerging markets with suitable conditions. Cambodia is seen as a viable candidate for initial localized infrastructure deployment, while Laos, with its surplus power capacity and growing cross-border network connectivity, is expected to support future regional AI workloads. However, Thailand faces increasing grid pressure and rising regulatory complexity, which could affect the delivery model for future data center projects.

Ivan Keogh, CEO of Comin Asia, stated that this partnership is about building infrastructure in the most viable markets, not the most visible ones.

Under the agreement, Comin Asia will serve as the regional system integrator and delivery partner, leveraging its experience in electromechanical engineering, procurement, and construction projects across Southeast Asia. Nokia will provide network technologies such as high-performance data center networking, automation platforms, and secure connectivity, designed to support large-scale AI workloads and improve energy efficiency. Ajay Sharma, Nokia's Country Manager for Thailand and Cambodia, noted that by combining Nokia's proven data center networking solutions with Comin Asia's regional execution capabilities, the two parties are creating a distributed, secure, and deployment-ready AI infrastructure.

This partnership also addresses government and enterprise demands for data sovereignty, privacy, and compliance. Comin Asia and Nokia stated that their deployment model is designed to support AI infrastructure operating within national or regional boundaries, while enabling on-demand scalability through a modular approach.

Another key theme of the collaboration is that AI infrastructure will be built based on actual deployment conditions, such as power availability, policy frameworks, and infrastructure requirements. The two companies emphasize execution over land banking, positioning themselves to deliver operational systems. Preliminary feasibility assessments and deployments are already underway in Cambodia and Laos, with plans for further expansion across Southeast Asia as infrastructure availability and regulatory conditions improve.

The partnership will also support enterprise AI deployments, government digital infrastructure initiatives, and applications in the energy, telecommunications, finance, and public sectors.
