Yang entered public service in 1990 and served in the Ministry of Information and Communication, the Korea Communications Commission, and the Ministry of Science and ICT. He is a senior official who played a key role in establishing the mobile virtual network operator (MVNO) system. He led the development of a telecommunications regulatory roadmap for introducing MVNOs, laying the foundation for the MVNO market by lowering wholesale communication prices and exempting radio wave usage fees.
