The core of this project involves Samsung Electronics and SK Hynix investing 800 trillion won in the Honam region to build four front-end semiconductor plants, marking Samsung Electronics' first semiconductor plant construction outside the Seoul metropolitan area.

The enterprise union issued a statement that day, stating: "We propose establishing a tripartite labor-management-government forum where the government, companies, and unions can participate together, hoping that constructive dialogue will help this national mission lead South Korea to a new leap forward." The union emphasized that to protect the competitiveness of South Korea's semiconductor industry, it is necessary to attract talent and secure technology at all costs, and bold, uncompromising investments must support efforts to acquire key talent and technology. The statement described the project as a mission determining the future of South Korea's semiconductor industry, requiring at least five years, including site selection, permitting, and securing the electricity and water needed for a single production line, as well as infrastructure. The union stated that thorough preparation rather than hasty action is needed, and the project should proceed step by step with a long-term perspective, ensuring that members' future workplaces have industrial safety, housing conditions, and infrastructure, along with reasonable compensation.

Observers noted that the union's proposal for tripartite talks on plant construction was unexpected, as site selection and investment decisions fall under management's responsibilities. This move may be related to the "Yellow Envelope Act," which took effect in March, expanding the scope of union strike activities to include management decisions. Previously, Samsung Electronics announced an investment of 400 trillion won to build two plants in Gwangju as part of supporting the Southwest Semiconductor Cluster, and internal discussions have already begun regarding the conditions and compensation for employees relocating to Gwangju.
