en.Wedoany.com Reported - HRRL (HPCL Rajasthan Refinery Limited) has officially commissioned its 9 million tons per year integrated refinery and petrochemical complex located in Pachpadra village, Balotra district, Barmer, Rajasthan. The project is a joint venture between Hindustan Petroleum Corporation Limited (HPCL) with a 74% stake and the Government of Rajasthan with a 26% stake.

The Indian government announced on July 3 that this first-of-its-kind greenfield integrated complex in India, built to scale by design, is scheduled to be officially inaugurated by Prime Minister Narendra Modi on July 4, with a final investment exceeding 794.5 billion rupees ($8.328 billion). Modi confirmed the ceremony via his official X social media account, stating that the project will strengthen India's energy security, boost domestic manufacturing, create employment opportunities, and accelerate economic transformation.

According to the Indian government, in addition to a crude oil processing capacity of 9 million tons per year, the complex will also produce 2.4 million tons per year of petrochemicals, achieving a yield rate of over 26%. The complex has an Indian-assessed Nelson complexity index of 17.0, meeting global benchmarks in efficiency and sustainability.

In another press release on July 4, the Indian government mentioned that the complex will also serve as an anchor for the development of a regional petrochemical and plastics park, aiming to promote downstream industries and ancillary sectors, directly driving local socio-economic progress. During the inauguration, Modi emphasized the project's key role in advancing India's overall development and economic independence, and noted that it will provide permanent employment opportunities for thousands of people.

The complex is designed with the flexibility to process a mixed feedstock of local and imported crude oil, capable of producing fuels compliant with Bharat Stage VI (equivalent to Euro 6 standards). Its feedstock is sourced from locally produced crude oil and Saudi Arabian crude oil to meet the growing demand for petroleum products in Rajasthan and northern Indian states.
