The notice sets multiple qualification thresholds for participating bidders. Regarding entity restrictions, bidders must be independent legal persons or unincorporated organizations legally established within China. Only manufacturers are allowed to bid directly; agents, OEM manufacturers, and consortiums are not eligible, except for parent and subsidiary companies. Different enterprises with controlling relationships, management relationships, or the same legal representative cannot bid for the same bid package or the same project without bid package division simultaneously.
In terms of production capacity indicators, bidders' domestic production lines, converted to 24-core single-sheath general optical cables, must have an annual production capacity of at least 3 million core-kilometers. The capacity calculation standard is based on 12 months per year, 25 working days per month, 18 hours per day, and 60 minutes per hour. Regarding equipment usage, enterprises must have full ownership of the domestic production equipment and testing instruments declared; leased equipment will not be counted toward effective production capacity or testing configuration.
For product bidding specifications, bidders must provide full-capacity series of optical cable specifications; bid documents that only declare partial specifications will not be accepted. During the registration phase, an authorization letter from the enterprise legal representative for this centralized procurement must be submitted.
It is understood that China Mobile's previous procurement scale for general optical cable products from 2025 to 2026 was approximately 3.2068 million sheath kilometers, equivalent to 98.84 million core-kilometers. This procurement represents a 32.59% decrease compared to the previous total. The last procurement ultimately saw 14 manufacturers win bids, with an average bid price excluding tax of approximately 4.7 billion yuan.
