Approved by the government on May 13, 2026, the scheme aims to enhance value addition, reduce import dependence, and contribute to India's greater self-sufficiency in the energy and chemical sectors by promoting surface coal and lignite gasification projects.

Following the scheme's approval, relevant guidelines were issued on June 25, 2026, and a Request for Proposal (RFP) was published on July 7, formally inviting eligible applicants to submit proposals. To facilitate stakeholders' understanding of the scheme's terms and the application process, the Ministry of Coal has scheduled a pre-application meeting on July 20, 2026, encouraging potential applicants and other interested parties to attend and submit clarifying questions.
