The project, set against the backdrop of the 60th anniversary of diplomatic relations between France and Mongolia in 2025, reflects the deepening of bilateral cooperation. In addition to technical deployment, the project emphasizes human capital development. The French National Civil Aviation University (ENAC) will station instructors in Ulaanbaatar to support local capacity building, while Mongolian professionals will receive advanced training in Toulouse, France. In response to the increasing global cyber threats to aviation infrastructure, the project includes dedicated cybersecurity services, training, and advisory support. This collaboration is backed by a flexible financing arrangement between Bpifrance (the French public investment bank) and the Trade and Development Bank of Mongolia (TDBM).

Youzec Kurp, Vice President of Air Traffic Solutions at Thales, stated that the project contributes to building sustainable operational excellence in Mongolia by combining air traffic management technology, cybersecurity capabilities, and skills transfer from the French National Civil Aviation University.
