Peru's Ministry of Energy and Mines Designates Paita as Petrochemical Complex Construction Zone

en.Wedoany.com Reported - Peru's Ministry of Energy and Mines (Minem), through Ministerial Resolution No. 278-2026-MINEM/DM, has designated Paita in the Piura region as a Determined Geographic Zone (Zona Geográfica Determinada, ZGD) for the construction of a decentralized petrochemical complex. This initiative aims to promote the industrialization of natural gas, create conditions to attract large-scale investment, and boost employment and economic growth.

Once an area is designated as a ZGD, it can attract petrochemical projects that utilize natural gas as a strategic resource, helping to generate higher added value for the country and promote the development of competitive production chains. One of the main benefits is the localization of fertilizer production, reducing import dependence, strengthening food security, and improving agricultural productivity. Additionally, the petrochemical industry will create new opportunities for manufacturing, the energy sector, and other economic activities, contributing to increased tax revenue.

According to technical assessments, the Paita region has favorable conditions in terms of energy, logistics, geography, and environment for developing a petrochemical hub. The area is known for oil and natural gas production and is close to energy infrastructure, ensuring the feasibility of industrial-scale projects. This declaration is a promotional tool to foster the development of the petrochemical industry; it does not involve authorizations, permits, or licenses, which must still be obtained from the competent authorities in accordance with current regulations.

The declaration was made following a technical assessment by Minem at the request of the Peruvian College of Engineers - Piura Regional Committee (CIP Piura), aiming to recognize the northern province as a ZGD. This status will enable future basic and intermediate petrochemical projects to access the incentives and benefits stipulated in Article 8 of Law No. 29163.
