Westminster Launches Market Engagement for £500M Housing Works Reprocurement

Wedoany.com Report-May 21, Westminster City Council has initiated a preliminary market consultation for a housing repairs and maintenance program valued at up to £600 million over a decade. The council oversees approximately 23,000 homes, with 60% situated in heritage or conservation areas, generating around 100,000 repair jobs annually, alongside major works and preventive maintenance.

The current framework, managed through eight major contracts, is set to expire in 2027. These contracts cover responsive repairs, vacant property maintenance, accessibility adaptations, lifts, mechanical, electrical, heating, and major works across the northern and southern parts of the borough.

To enhance efficiency, the council plans to transition to a Strategic Alliance Agreement, which will involve awarding a greater number of strategically aligned outsourced contracts. An initial market engagement took place in November 2024, and the current consultation phase invites written feedback, one-on-one meetings, or participation in a market event scheduled for June 5, 2025, at Westminster City Hall.

A council representative stated: “The council is inviting views on the proposed operating model, forms of contract, procurement routes, and commercial structures.” The consultation also seeks input on small and medium enterprise (SME) participation, award criteria, resident satisfaction, and strategies to achieve net zero goals.

The total estimated value of the contracts, including VAT, is £600 million. The formal tender process is expected to begin on October 31, 2025, with contracts running from July 1, 2027, to June 30, 2032, and an option to extend until 2037. These contracts will be classified as services and works under the Procurement Act 2023.
