This initiative is realized through the 2026 BPD Summit, held from August 5 to 7, 2026, in Semarang, which brings together BPDs across Indonesia to discuss digital transformation strategies, enhance cybersecurity, and leverage artificial intelligence to support regional and national economic growth.

This forum, initiated by Lintasarta, aims to serve as a collaborative space among regional banks, regulators, and other stakeholders. Key discussions focus on positioning digital sovereignty as the cornerstone of digital infrastructure management, enhancing cyber resilience, and implementing AI applications tailored to regional needs. This initiative comes at a time when significant disparities remain among BPDs in digital maturity, cybersecurity capabilities, and digital talent readiness. These differences pose unique challenges for regional banks, requiring them to deliver secure and reliable digital services that meet the needs of local residents and businesses.
Armand Hermawan, President and CEO of Lintasarta, stated that BPDs need digital and cybersecurity capabilities on par with national banks, while remaining efficient and adapting to the business characteristics and needs of their respective regions. According to Armand, this need is addressed through the Lintasarta Intelligent Core, a digital foundation integrating four core capabilities: Connectivity, Cloud, Cybersecurity, and Collaboration-AI, also known as the 4C concept. This integration aims to build a secure and interconnected digital ecosystem that fully supports financial service operations.
He explained that the Lintasarta Intelligent Core is built on three principles. First, Sovereignty: maintaining data and digital infrastructure sovereignty through the adoption of sovereign infrastructure and sovereign AI. Second, Integration: providing end-to-end solutions that unify all 4C capabilities within a single platform. Third, Seamless Experience: delivering an integrated digital experience that makes operations more efficient while maintaining service reliability.
Beyond digital infrastructure, Lintasarta emphasized the importance of strengthening cybersecurity. Currently, the maturity levels of cybersecurity systems and Security Operations Centers (SOCs) among BPDs remain uneven. An SOC is an operational center for continuous monitoring, detection, analysis, and response to cyber threats. Therefore, Lintasarta believes a more integrated security approach is needed so that each BPD can address increasingly complex cyber threats. AI is also positioned as a supporting technology to accelerate threat detection, assist in security incident analysis, and improve response efficiency against potential attacks.
To support this transformation process, Lintasarta has prepared three pillars of collaboration for BPDs. The first pillar is establishing a collaborative forum enabling all BPDs to share experiences, knowledge, and best practices in digital transformation, connectivity, cybersecurity, and AI. The second pillar focuses on developing various AI use cases tailored to regional needs. This approach allows each BPD to implement AI technology based on different business and public service priorities, thereby generating more relevant benefits from technology investments. Meanwhile, the third pillar aims to strengthen human resource capacity by cultivating regional digital talent. This initiative involves collaboration between BPDs and universities to enhance competitiveness in information technology, cybersecurity, and artificial intelligence.
This strategy aligns with the 2024–2027 BPD Strengthening Roadmap established by the Financial Services Authority (OJK). In this roadmap, digital transformation is prioritized to enhance BPD competitiveness while increasing their contribution as engines of regional and national economic growth. On the other hand, the acceleration of banking digitalization also brings new challenges, including data protection, service sustainability, and improving customer experience quality. Therefore, the balance between digital innovation, security, and data sovereignty will be a key agenda item at the 2026 BPD Summit.
The forum plans to invite regulators, BPD leadership from various regions, and other stakeholders to jointly shape the direction of digital transformation in regional banking. Discussions will also cover strategies for strengthening cyber resilience and responsibly applying AI in the financial services industry. By hosting the 2026 BPD Summit and developing the Lintasarta Intelligent Core, Lintasarta reaffirms its position as the Beyond AI Factory within the Indosat Ooredoo Hutchison group.
