France's newcleo Submits Regulatory Engagement Plan for 200 MWe Lead-Cooled Fast Reactor to U.S. NRC

en.Wedoany.com Reported - French innovative nuclear energy company newcleo has submitted a regulatory engagement plan for the LFR-AS-200, a 200 MWe commercial version of its lead-cooled fast neutron reactor, to the U.S. Nuclear Regulatory Commission (NRC).

The Regulatory Engagement Plan (REP) provides a proposed framework for pre-application engagement between newcleo and NRC staff to support future licensing efforts for the LFR-AS-200. The plan outlines the company's proposed licensing pathway, as well as a preliminary timeline for technical document submissions and interactions with the NRC.

newcleo CEO Stefano Buono stated that this submission consolidates years of research and engineering design behind the LFR-AS-200. Lead-cooled fast reactor technology offers a path to clean, reliable energy with unique safety features and high efficiency, and the company looks forward to engaging in constructive dialogue with the NRC as it advances the licensing process.

To support the development and licensing of the reactor technology, newcleo has established an extensive international research and development program in collaboration with national laboratories in Italy, France, and Japan. This program provides an experimental basis for the reactor's safety demonstration and future license applications. newcleo conducts physical tests of lead-cooled technology, materials, components, and reactor systems under representative conditions using purpose-built research facilities. Experimental data is used to validate safety analysis methods and computational models, support material qualification, and evaluate the performance of key engineering solutions. newcleo states that this combination of advanced modeling and direct experimental evidence establishes the technical foundation for its engagement with the NRC.

The LFR-AS-200 uses lead as a coolant, combining inherent safety characteristics, efficient energy conversion, and a compact plant footprint. Its design utilizes newcleo's proprietary mixed oxide (MOX) fuel, made from recycled or surplus nuclear materials. newcleo states that by combining a fast neutron spectrum with MOX fuel, this technical approach can convert legacy nuclear materials and spent fuel into clean, reliable, and competitively priced energy, while reducing the final volume and radiotoxicity of spent fuel. This 200 MWe lead-cooled fast reactor is designed to provide stable low-carbon electricity and process heat for industrial users, including data centers, hydrogen production facilities, cement manufacturers, and steelmakers.

In March 2026, newcleo announced that it had initiated pre-application engagement with the NRC to support the subsequent licensing of its first lead-cooled fast reactor and associated MOX fuel fabrication facility in the United States. Following the submission of a letter of intent to the NRC, newcleo began preliminary discussions with the NRC aimed at familiarizing NRC staff with the proposed facility design and the relevant safety approaches for the reactor and MOX fuel fabrication facility. newcleo stated that these discussions also help to develop the regulatory plan and facilitate NRC resource and budget planning.
