The Offshore Wind Technical Resource Assessment, issued by the Department of Environment, Climate and Communications, outlines Ireland’s long-term offshore wind opportunities and prioritizes fixed-bottom technology over floating wind in the near term.

The report indicates that an additional 3.5 to 18 gigawatts of fixed-bottom offshore wind could be feasibly developed along Ireland’s coast, supplementing the 8 gigawatts already planned through Phase One projects and the South Coast Designated Maritime Area Plan. This expansion aims to bolster Ireland’s renewable energy capacity and support sustainable energy goals.

While Ireland holds significant potential for floating offshore wind, the assessment concludes that fixed-bottom wind is more cost-effective at all viable locations currently. Floating wind is expected to become more competitive as global technology advances, but fixed-bottom remains the focus for immediate development.

Speaking at the Wind Energy Ireland Offshore Wind 2025 event in Dublin, Climate and Energy Minister Darragh O’Brien stated: “The Offshore Wind Technical Resource Assessment is an important initial step as we look to designate offshore wind sites along our coastline.” The report will guide the next phase of site selection, incorporating a comprehensive marine spatial planning process and contributing to Ireland’s National Designated Maritime Area Plan for Offshore Renewable Energy.

Released alongside the government’s Future Framework 2025 Review, the assessment supports Ireland’s ambition to achieve 20 gigawatts of offshore wind capacity by 2040. The review highlights ongoing progress in the country’s long-term renewable energy strategy, emphasizing the role of offshore wind in meeting national climate objectives.

The findings provide a roadmap for expanding Ireland’s offshore wind sector, prioritizing cost-effective technologies while planning for future innovations. This initiative is expected to enhance energy security, drive economic growth, and contribute to a sustainable energy future for Ireland.
