In a letter to the governor, the company confirmed it will adhere to transparency standards covering electricity usage, water consumption, and community impact, provide the disclosures required through the state review process, and submit annual reports on electricity and water usage to the Public Utility Commission of Texas.

Montera founder and CEO Eanna Murphy stated that Texas has the opportunity to lead the nation in responsible data center development while solidifying its position as a leading technology hub. He noted that industry growth must be built on strengthening grid reliability, protecting ratepayer interests, and earning community trust, and that Montera is committed to building projects that Texans can support.

Montera's responsible infrastructure approach begins at the design stage. Its data centers utilize closed-loop water systems to minimize local water consumption in cooling processes; site designs incorporate setback distances and noise mitigation measures to reduce impacts on surrounding communities. Additionally, Montera fully bears the costs associated with interconnection agreements, ensuring that development costs are not passed on to residential electricity rates.

These practices align with Montera's overall owner-operator model: from site selection and power strategy to development and long-term operations, the company assumes full responsibility for the entire lifecycle of its infrastructure. The company also supports the Public Utility Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT) in expediting review processes to distinguish committed, shovel-ready projects from speculative proposals. Murphy added that rigorous and transparent standards provide certainty for communities, utilities, customers, and developers, and that the company's commitments regarding electricity, water, and community impact have been incorporated into planning from the outset of each project.
