en.Wedoany.com Reported - The Vancouver Fraser Port Authority has selected TerraMarine as the preferred proponent for the marine and terminal portion of the Roberts Bank Terminal 2 Project. The team prevailed through a competitive procurement process but still needs to complete contract negotiations with the port authority.

Roberts Bank Terminal 2 is a planned marine container terminal at the Port of Vancouver that will increase container capacity on Canada's West Coast by more than 30%, unlocking over $100 billion in annual trade capacity, contributing more than $3 billion annually to Canada's GDP, and supporting tens of thousands of jobs.
The selection for the marine and terminal portion used a progressive design-build procurement approach with a target price model. In July 2025, the port authority issued a request for qualifications; in November of the same year, three teams were shortlisted and invited to submit proposals. Proposals were received at the end of May 2026, and following a comprehensive evaluation, TerraMarine was identified as the preferred proponent, with an independent fairness monitor overseeing the evaluation process throughout. The TerraMarine team brings extensive experience in delivering large-scale marine infrastructure, with expertise in health and safety, compliance, project management, environmental protection, and community engagement. The team is composed of FlatironDragados Canada, Inc., Van Oord Canada Ltd., Aecon Constructors (a division of Aecon Construction Group Inc.), and Carlson Construction Group Inc., with design provided by Arcadis Professional Services Canada Inc., and subconsultants including Stantec Consulting Ltd., TYPSA Inc., and Tetra Tech Canada Inc.
The construction contract involves delivering the marine land, terminal structures, and berth pocket, widening the causeway, expanding the tug basin, and portions of environmental mitigation and compensation programs. TerraMarine will work with the port authority, Indigenous communities, and regulatory agencies to advance construction planning, including logistics, work planning, costs, schedule, early works, and subcontracting opportunities for Indigenous businesses.
The port authority plans to enter into a target price design-build agreement with TerraMarine following the advancement of initial work and completion of financial close. Financial close, construction mobilization, and early works are scheduled for late 2027, construction (land reclamation) will begin in 2028, and terminal operations are expected to commence in the mid-2030s.
The project has previously received key environmental approvals and has signed reciprocity agreements with 27 Indigenous communities. The port authority has also signed a memorandum of understanding with Global Container Terminals (a majority Canadian-owned operator at the Port of Vancouver) to explore advancing the project through a joint operations and development agreement. The project also draws on lessons from the port authority's completed Centerm Expansion Project, as well as the ongoing Second Narrows Dredging and Holdom Overpass projects.

Canada has set a goal of doubling non-U.S. exports over the next decade, and Roberts Bank Terminal 2 is critical to achieving that goal. The project is built by Canadians and for Canadians, combining Canadian construction expertise with global experience, using Canadian products, and creating tens of thousands of jobs; the port authority's track record of delivering complex infrastructure in the gateway region will also support the delivery of this project and the enhancement of Canada's export capacity.
