en.Wedoany.com Reported - On August 24, the Brazilian Critical Minerals Association (AMC) released a document titled "National Critical Minerals Agenda," proposing ten policy initiatives aimed at establishing a complete critical minerals industrial chain in Brazil and enhancing its international competitiveness. The document will be submitted to Brazilian presidential candidates.

In the document, the AMC stated that critical minerals present a historic opportunity for Brazil's repositioning in the global economy, and seizing this opportunity depends on the ability to establish a public policy that combines economic competitiveness, technological innovation, social and environmental responsibility, and regional development.

The ten proposals include: establishing a national critical minerals policy; unifying administrative procedures across the National Mining Agency (ANM), environmental agencies, and other relevant authorities; creating incentive-based credit for critical minerals mining projects; establishing a Guarantee Fund for Critical Minerals Projects (FGAM); providing tax and fiscal incentives for the mineral processing stage; setting up dedicated financing for critical minerals R&D and demonstration; strengthening mineral industry support institutions; adjusting the workday system for underground mines; promoting social and environmental development policies for mining municipalities; and establishing refining hubs in Brazil.

At the legislative level, the AMC analyzed two bills: PL 2.780/2024, already approved by the Chamber of Deputies, and PL 4.443/2025, currently under review by the Senate. The association explicitly supports the latest version of PL 4.443, which retains most of the incentive tools from PL 2.780 but removes the "screening approval" mechanism—namely, the authority of the proposed National Commission for the Industrialization of Critical and Strategic Minerals (CIME) to review equity transactions in strategic projects. The AMC believes that any control over foreign investment in the critical minerals sector, if necessary, should be handled through dedicated and objective standard tools, rather than being incorporated into the regular scope of an industrial policy commission.

The AMC is a newly established industry association in 2025, aimed at promoting the integration and development of Brazil's critical minerals industrial chain. Brazil currently lacks a comprehensive national policy to promote critical minerals.
