CNY 24.5 billion invested, China's million-ton ethylene project EPC general contracting bid awarded

en.Wedoany.com Reported - On August 28, the winning bidder announcement for the first section of the EPC general contracting for the 1 million tons/year ethylene unit (including pyrolysis gasoline hydrogenation and spent caustic treatment) of the Qilu Petrochemical Luyou Lulian Transformation and Upgrading Technical Renovation Project was released, with the first winning bidder candidate being Sinopec Engineering Incorporation (Sinopec Tenth Construction Co., Ltd.).

On August 28, the winning bidder announcement for the first section of the EPC general contracting for the 10 million tons/year crude distillation unit and the 1.5 million tons/year continuous reforming unit of the Qilu Petrochemical Luyou Lulian Transformation and Upgrading Technical Renovation Project was released, with the winning bidder being Sinopec Guangzhou Engineering Co., Ltd. (Sinopec Fourth Construction Co., Ltd.).

On August 28, the winning bidder announcement for the first section of the EPC general contracting for the refinery wastewater treatment and reuse facilities of the Qilu Petrochemical Luyou Lulian Transformation and Upgrading Technical Renovation Project was released, with the winning bidder being Sinopec Nanjing Engineering Co., Ltd.

On September 29, 2025, the commencement ceremony for the first unit of the Qilu Petrochemical Luyou Lulian Transformation and Upgrading Technical Renovation Project, the coking liquefied petroleum gas sweetening unit, was held at Shengli Refinery.

Nature of construction: Expansion and renovation

Construction location: Within the existing plant area of Qilu Branch, Qilu Chemical Industry Park, Linzi District, Zibo City, Shandong Province, where the Linqi pipeline runs from Linzi 101 Oil Depot along the route of the Dongdong crude oil pipeline, delivering to Shengli Refinery and then to the new crude oil tank farm and the existing crude oil tank farm.

Total construction investment: CNY 24,493.35 million.

Project construction content:

1. Refining section: Construction of a new 10 million tons/year crude distillation unit, a new 2.1 million tons/year high-end carbon materials unit, a new 2 million tons/year hydrocracking unit, a new 1 million tons/year continuous reforming unit, a new 80,000 Nm³/h dry gas hydrogen production unit, a new 80,000 tons/year sulfur recovery unit, a new 1 million tons/year coker gasoline hydrogenation unit, relocation and renovation of the SSOT unit, along with the construction or renovation of supporting storage and transportation, utilities, and auxiliary facilities for the above new and renovated units, as well as the capacity expansion and renovation of the Linqi pipeline.

2. Chemical section: Construction of a new 1 million tons ethylene cracking unit, with downstream supporting facilities including a 200,000 tons/year ethylene oxide unit, a 600,000 tons/year pyrolysis gasoline hydrogenation unit, a 1 million tons/year aromatics extraction unit, a 150,000 tons butadiene extraction unit, a 200,000 tons ion-exchange membrane caustic soda capacity restoration technical renovation, a spent caustic treatment unit, an 180,000 tons/year aromatics adsorption separation unit, and a No. 1 vinyl chloride unit safety hazard remediation, totaling 9 units (facilities), along with system renovations for storage and transportation, utilities, and auxiliary facilities.
