Australia Awards AUD 624 Million Western Sydney Road Project

en.Wedoany.com Reported - On September 21, Transport for New South Wales, Australia, awarded a design and construction contract worth AUD 624 million to a joint venture comprising Gamuda Australia and BMD Constructions for the Elizabeth Drive Upgrade – Mamre Road Stage 2 Upgrade project. Gamuda Australia and BMD each hold a 50% interest in the joint venture. The overall project investment is approximately AUD 2 billion, jointly funded by the Australian Federal Government and the New South Wales State Government. The contract covers approximately 4.5 kilometers of road upgrades on Elizabeth Drive and approximately 3 kilometers on Mamre Road, along with associated civil works, structural engineering, and utility relocations. Construction is scheduled to enter the implementation phase in 2026 and is planned for completion by 2030.

The Elizabeth Drive project is located on a key east-west corridor in the Western Sydney Airport economic zone. Under the contract scope, the section between Devonshire Road and Badgerys Creek Road will be widened, with the existing road expanded to two lanes in each direction, while intersections, road structures, and associated facilities along the route will be upgraded. Infrastructure Australia has previously completed an investment assessment of the Elizabeth Drive east-west upgrade project. The overall project plan includes upgrading the road from two lanes to four lanes, with provisions reserved for future expansion to six lanes, and also involves bridge replacements, intersection modifications, and the construction of public transport, pedestrian, and cycling facilities.

Mamre Road Stage 2 is one of the most critical road expansion projects in the Western Sydney industrial and logistics area. The full Stage 2 works announced by the New South Wales State Government will upgrade approximately 6.1 kilometers of road between Erskine Park Road and Kerrs Road, expanding the existing single-lane road to two lanes in each direction, with concurrent upgrades to major intersections and active transport facilities. The Gamuda-BMD contract covers approximately 3 kilometers of this section, with design and construction organized jointly with the Elizabeth Drive project. The New South Wales 2026–2027 budget has allocated AUD 816.2 million over the next four years for the construction of Mamre Road Stage 2.

A new large-scale industrial and logistics cluster is taking shape along Mamre Road in Western Sydney. According to Infrastructure Australia data, the Mamre Road Precinct has a planned area of approximately 850 hectares. Once fully developed, it is expected to accommodate more than 17,000 jobs and generate approximately 99,000 daily vehicle trips. The road is also adjacent to the M4, M7, and M12 motorways and Western Sydney International Airport, serving as a vital corridor for heavy freight vehicles from the industrial park to access the regional highway network and airport logistics system. The existing two-lane road can no longer support the continued development of industrial land, and the Mamre Road upgrade will also provide transport conditions for the release of approximately 700 hectares of industrial land.

Road works are advancing in parallel with infrastructure development around Western Sydney International Airport. In June 2026, the New South Wales State Government and the Australian Federal Government added a combined AUD 600 million in funding to accelerate the construction of two airport link road projects, Elizabeth Drive and Fifteenth Avenue, with the Elizabeth Drive expansion brought forward to enter the construction phase by the end of 2026. Across the airport economic zone, construction is also underway on the M12 motorway, the Fifteenth Avenue upgrade, Bradfield City Centre infrastructure, and water and public utility works for the Mamre Road industrial area. Road construction is converging with the airport, industrial parks, and logistics facilities to form a new infrastructure investment belt.

Judging from the construction scope of this AUD 624 million contract, the project is not merely a single road paving job. The contracting scope disclosed by Gamuda also includes the main road works, structural engineering, and utility relocations, requiring underground pipeline adjustments, road widening, and structural construction to be carried out under existing traffic conditions. Mamre Road Stage 2 also reserves conditions for future expansion to six lanes. In its project assessment, Infrastructure Australia explicitly stated that the works need to reduce repetitive construction for future expansion through land acquisition, utility placement, and some advance structural works.

This round of contracts is also part of a concentrated road contract award program worth nearly AUD 3 billion in Western Sydney. On September 21, the New South Wales State Government confirmed that five major road projects have completed contract signing, including the approximately AUD 1 billion Mamre Road Stage 2, the approximately AUD 1 billion Elizabeth Drive upgrade, AUD 440 million for Garfield Road East, AUD 247 million for Henry Lawson Drive Stage 1B, and AUD 190 million for the Horsley Drive project. The above projects will successively enter the construction phase in 2026, forming a road upgrade system covering the airport, industrial areas, and major growth corridors in Western Sydney.
