Portugal's €20 Green Rail Pass to cover Lisbon and Porto urban rail services from September 27

en.Wedoany.com Reported - From September 27, Portugal's "Green Rail Pass" (Passe Ferroviário Verde) officially expands to the Lisbon and Porto urban rail services operated by Comboios de Portugal (CP). The relevant amending decree was published in the Diário da República on September 25 and stipulates that it takes effect the following day. The pass continues to be priced at €20 per 30 days, and the urban rail zones that were previously covered by the Navegante and Andante metropolitan transport passes and therefore could not use the Green Rail Pass are all included in the scope of application following this adjustment.

Under the new rules, the scope of the Green Rail Pass is extended to all CP urban rail services. Passengers in the Lisbon and Porto metropolitan areas who commute using only trains can directly purchase the €20 Green Rail Pass and no longer have to buy the €40-per-month Navegante or Andante integrated transport pass; the existing metropolitan integrated passes continue to be used under the current rules and are not affected by this adjustment. The Portuguese government estimates that some passengers who travel exclusively by rail can save up to €480 per year.

After the adjustment, the Green Rail Pass can be used on regional trains, interregional trains, urban trains, and second-class Intercidades intercity trains, with intercity trains still requiring advance seat reservations. The Alfa Pendular high-speed train remains outside the scope of application. When it was launched in October 2024, the pass was only valid on Lisbon and Porto urban rail sections outside the coverage of the metropolitan integrated passes; this decree removes that restriction.

The Portuguese government has also written the scope of application of the Green Rail Pass into the Lisbon North-South Axis rail passenger franchise system, providing a legal basis for subsequently covering the Fertagus-operated lines. The Ministry of Infrastructure and Housing previously stated that the Fertagus lines are planned to be included in the Green Rail Pass system by the end of 2026.

Since the Green Rail Pass was launched in October 2024, about 1.4 million passes had been sold cumulatively as of September 2026. The Portuguese government estimates that this full expansion to Lisbon and Porto urban rail services will generate about €1.5 million in annual fiscal compensation expenditure.
