City of York awards £15.36 million minor civil engineering framework

en.Wedoany.com Reported - On 28 September, City of York Council completed the award of a new minor civil engineering framework, with five companies selected: Bethell Construction, Jackson Civil Engineering, P&T Contracts, PBS Construction (North East), and Transcore. The total value of the framework contract is £15.36 million. The framework is intended for the delivery of the council's capital maintenance and other minor civil engineering projects. Official procurement records show that 11 bids were received for this tender, of which 9 bidders were small and medium-sized enterprises.

The framework contract was formally signed on 1 July, with an initial execution period running until 30 June 2028, and two extension options of 12 months each, allowing it to run until the end of June 2030 at the latest. Future specific works will be implemented through task contracts under the framework, with the five selected companies undertaking minor civil engineering tasks related to roads, structures, drainage, and other capital maintenance works.

City of York Council has set three performance indicators for the framework: client satisfaction, cost predictability, and time predictability. The client satisfaction target is 80%, with assessment covering health and safety, traffic management, and construction quality; the cost assessment compares the agreed price of task contracts with the final settled cost, and incorporates compensation events approved by the client into a unified calculation basis.

This framework is primarily aimed at procurement for repetitive and dispersed municipal works, continuously issuing tasks through a unified pool of contractors. Public information shows that the scope of works may cover local road repairs, refurbishment of small bridges and structures, drainage upgrades, and improvements to junctions and existing street spaces.
