Cambodia's Cellcard Plans to Invest US$300 Million to Upgrade Telecommunications Infrastructure
en.Wedoany.com Reported - On September 28, Cambodian telecom operator Cellcard signed a strategic cooperation memorandum with Huawei, planning to invest approximately US$300 million over the coming years in next-generation digital infrastructure, communication networks, artificial intelligence, cloud services, and nationwide network modernization. Cellcard and relevant enterprises under its parent group Royal Group will jointly advance the projects with Huawei. With this additional investment, Cellcard's cumulative investment in Cambodia's information and communication infrastructure over the past 30 years will reach approximately US$5.6 billion.

For the mobile network segment, 4G and 5G radio access networks in key provinces and cities will continue to be upgraded, adopting equipment such as Huawei MetaAAU to enhance coverage, capacity, and network energy efficiency. In May this year, Cellcard had already deployed more than 500 5G base stations, covering approximately 50% of Phnom Penh's population, and is advancing the expansion of its 5G network to Phnom Penh, Takhmao, and key areas in central Cambodia.
The backbone network will be upgraded with DWDM optical transmission systems to improve core network capacity, reliability, and service carrying capability. For the fixed broadband segment, FTTH network upgrades will be advanced in Phnom Penh, introducing XGS-PON technology to provide users with broadband access speeds of up to 1 Gbps, along with supporting home wireless connectivity optimization solutions.
Data centers and cloud infrastructure are also included in this round of investment. Cellcard and relevant enterprises under Royal Group plan to adopt modular data center solutions to upgrade existing facilities, enhancing the scalability, reliability, and operational efficiency of computing infrastructure, and to build cloud infrastructure and Model-as-a-Service capabilities oriented toward AI workloads, providing AI computing and application support for enterprises, government agencies, educational institutions, and digital businesses.
Network operations systems will simultaneously introduce intelligent customer experience management and energy-saving platforms. The cooperation plan includes deploying the SmartCare system to analyze and manage network service quality and user experience, as well as applying the PowerStar intelligent energy-saving platform to dynamically optimize wireless network energy consumption. The scope of investment extends from radio access networks to DWDM backbone networks, FTTH, data centers, AI cloud, and network energy management systems.
