U.S. Department of Energy Proposes $4.2 Billion Nuclear Power Loan to Vistra
en.Wedoany.com Reported - On October 5, the U.S. Department of Energy's Office of Energy Dominance Financing offered Vistra a conditional loan commitment of up to $4.2 billion, intended for power uprates and modernization at the Beaver Valley Nuclear Power Station in Pennsylvania and the Davis-Besse and Perry nuclear power plants in Ohio. The project covers nearly 4 gigawatts of existing nuclear capacity and plans to add 433 megawatts of generating capacity through equipment upgrades. The U.S. Department of Energy will sign final financing documents and disburse the loan only after Vistra meets technical, legal, environmental, and financial conditions.

Vistra has included uprate projects for the three nuclear power plants in its development plan, with Perry planned to add 213 megawatts, Davis-Besse to add 80 megawatts, and each of Beaver Valley's two units to add 70 megawatts. Perry's current net capacity is 1,268 megawatts, Davis-Besse's is 908 megawatts, and Beaver Valley's two units total 1,872 megawatts.
The above uprate projects have been linked to the 20-year power purchase agreement Vistra signed with Meta in January of this year. The agreement covers the three nuclear power plants Perry, Davis-Besse, and Beaver Valley, under which Meta purchases 2,176 megawatts of existing nuclear energy and capacity, as well as the new nuclear capacity created by equipment modifications. The related power purchase arrangements will begin implementation at the end of 2026, with the new capacity to be commissioned in phases and planned to be fully online by 2034.
Vistra also plans to apply for subsequent operating license extensions for the three nuclear power plants. Under the existing licenses, Beaver Valley Unit 1 is valid until 2036, Davis-Besse until 2037, Perry until 2046, and Beaver Valley Unit 2 until 2047; the subsequent applications are intended to extend the existing terms by an additional 20 years. The U.S. Department of Energy's conditional loan commitment also includes an option to provide financing for potential future uprate projects at Vistra's Comanche Peak Nuclear Power Plant in Texas, which has previously obtained approval for a 20-year life extension for both units.
