₹30.3 Billion! India Launches Application Process for 3 Dedicated Chemical Parks
en.Wedoany.com Reported - On October 6, Anupriya Patel, India's Minister of State for Chemicals and Fertilizers, disclosed at the launch event of India Chem 2026 that the implementation guidelines for the BHAVYA Rasayan Dedicated Chemical Park Scheme have been issued, and required industry enterprises to engage with state governments and submit project proposals within the prescribed deadline. According to the arrangements announced by India's Department of Chemicals and Petrochemicals, state governments must submit applications for dedicated chemical park projects by November 30, 2026.
The BHAVYA Rasayan Scheme plans to build 3 dedicated chemical parks in India through a competitive selection process, with a total financial outlay of ₹30.3 billion. Of this, ₹30 billion is for internal public infrastructure and basic utilities construction within the parks, and ₹300 million is for scheme administrative expenses. The central government provides a maximum subsidy of ₹10 billion per selected park, and the host state government must invest a minimum of ₹5 billion. The scheme implementation period runs from fiscal year 2026–2027 through fiscal year 2030–2031, a total of 5 years.
According to the application arrangements issued by India's Department of Chemicals and Petrochemicals, proposals submitted by states must use the prescribed format and include project supporting documents, drawings, calculation materials, commitment documents, and other materials required by the implementation guidelines. Application materials must be submitted in both hard copy and electronic form, and will be received by the Department of Chemicals and Petrochemicals.
The scheme was proposed in India's Union Budget for fiscal year 2026–2027, approved by the Indian Cabinet on July 24, and subsequently notified in the Gazette of India on August 10. The Department of Chemicals and Petrochemicals thereafter completed the preparation of implementation guidelines, and the project moved from the policy approval stage to the state project application and competitive selection stage.
Information about the India Chem 2026 event announced on October 6 also shows that the Indian government has identified battery chemicals, specialty chemicals, and semiconductor chemicals as key development directions, and proposed expanding the domestic chemical industry to $1 trillion by 2040. India's Department of Chemicals and Petrochemicals is also in communication with the Ministry of Science and Technology to seek inclusion of chemicals and petrochemicals as a key support area under the new "Research, Development and Innovation Scheme," which has a budget of approximately ₹1 trillion.
