en.Wedoany.com Reported - On October 24, the Novi Sad public utility company Novosadska toplana reissued a tender for the design and construction of the Mišeluk mixed heating plant, procurement No. 1-61/26/P2, with an estimated value of 892.5 million Serbian dinars (excluding VAT). The project plans a total heating capacity of up to 30 MW, using a combination of geothermal, natural gas and solar heating, with a bid deadline of December 3, 2026.

This is the second round of tendering for the project. The first round was launched in late July 2026 and was terminated on September 29 because the bids received did not comply with the procurement requirements. The retender mainly covers the construction of the first-phase heating plant, with the procurement scope including engineering design, equipment supply, installation and construction, system testing, commissioning and putting into operation, and 10-year maintenance services for the heat pump equipment, implemented under a turnkey model.

The heating plant is located in the Mišeluk area of Novi Sad, with a planned site area of approximately 3,179 square meters, close to the new local general hospital. Once completed, it will provide centralized heating for some residential and commercial buildings in Mišeluk and Petrovaradin. Supporting works include the heating plant building, road facilities, natural gas pipeline connection, district heating network interface, groundwater extraction facilities and related auxiliary systems.

The first phase plans to install a water-to-water heat pump with a minimum heating capacity of 415 kW under design conditions, using well water at approximately 16 degrees Celsius and a flow rate of 7 liters per second as the heat source. The heat pump will operate in conjunction with a 1 MW natural gas boiler and a 100 cubic meter thermal storage tank, forming the first-phase combined geothermal and gas heating system.

The project also plans to configure a 4 MW natural gas boiler and a 200 cubic meter thermal storage tank, and to install photovoltaic-thermal (PVT) modules for the production of electricity and heat. The first-phase construction will simultaneously build the boiler flue gas emission system, water treatment facilities, heating pipelines and control equipment, and reserve building space for subsequent additional heat source equipment.

According to the phased construction plan, the second phase plans to add a water-to-water heat pump and to configure 4 MW, 6 MW or 8 MW natural gas boilers depending on the growth of district heating load. Subsequent heat source equipment will continue to be added, bringing the heating plant's final total heating capacity to up to 30 MW.

The tender is divided into two lots, of which Lot 2 is responsible for the design and construction of the main works of the heating plant, while the procurement and supply of temporary containerized boilers are listed as a separate lot. Lot 2 also includes the related engineering interfaces between the temporary boilers and the heating plant. The contractor must complete equipment installation, system testing, commissioning and putting into operation.
