UK's Crescent Partnership Launches Consultation on Masterplan Framework Update
en.Wedoany.com Reported - On 2 November, Crescent Partnership launched a public consultation on the framework update to the Crescent Salford masterplan, running from 16 November to 28 December 2026. The update revises the Crescent Development Framework adopted in 2021 in the form of an "addendum". Key changes include removing plans for approximately 2,000 student accommodation units around the Peel Park campus, splitting the Phase 1 Innovation Zone into two sub-zones—Health and General Innovation—and incorporating a 10% biodiversity net gain into the blue-green infrastructure plan.

The immediate trigger for the update is that actual delivery within five years of the original framework's adoption in 2021 has exceeded the assumptions set out in the original document. The University of Salford campus upgrade and ECF's residential projects have progressively come forward, rendering some of the original framework's land-use assumptions and phasing no longer aligned with current conditions. This addendum does not change the £250 million investment scale or the 240-acre overall scope, nor does it alter the overall vision of "creating a destination that brings together living, learning, working, visiting and sport". However, it reflects completed, approved, under-construction and projects in the planning approval process in the illustrated masterplan. The update was prepared by Asteer Planning, Make and Planit on behalf of ECF.
The removal of student accommodation plans around the Peel Park campus represents the most direct change in land-use function in this adjustment. The partnership attributes this change to "research, innovation, education and employment-generating uses having been given higher priority in this area". The splitting of the Innovation Zone concerns the Phase 1 Innovation Zone, dividing it into two sub-zones—Health-specific and General Innovation—to match the university's construction progress in health and acoustics facilities: acoustics R&D and teaching facilities are under construction, and Morgan Sindall was selected as preferred contractor for the business school project in October 2026.
Following the consultation period, Crescent Partnership will consolidate feedback and produce an updated framework document for submission to Salford City Council for the formal process. The framework update itself does not constitute planning permission for any individual project; each sub-project must still obtain planning approval separately.
