Deepening the introduction of high-level talents

Formulating an overseas talent recruitment list and increasing recruitment efforts, continuously introducing high-level overseas talents;

Formulating implementation measures for dual-appointed talent management, promoting "dual appointment" and "co-construction" between the "three companies and three institutes" and universities and research institutes, dispatching young experts to the Group on temporary assignments, advancing collaborative research on scientific projects, and jointly building science and technology innovation platforms.

Improving the talent training system

Strengthening talent cultivation, with multiple outstanding technical and skilled personnel selected for the State Council Special Government Allowance list, the SASAC "Hundred–Thousand–Million" science and technology talent cultivation program for central enterprises, and the MIIT manufacturing talent support program, with the scale of high-level talents continuously expanding.

Cultivating technical and skilled personnel

Conducting various talent evaluations, adding 1,637 senior professional titles, 3,345 intermediate professional titles, 332 senior technicians and 1,656 technicians in the power industry, with continuous improvement in talent structure and capability;

Actively participating in various professional skills competitions, with 3 individuals in national second-class competitions such as carbon emission management and centralized control operation being recommended for the national honorary title of "National Technical Expert," and the reserve of skilled craftsmen continuously expanding.

Stimulating talent development vitality

Improving the "open bidding for selecting the best candidates" and "horse race," prioritizing the selection of Group chief experts and young top scientific talents as engineering doctoral and master supervisors, leading students to participate in major project research led by the National Development and Reform Commission, MIIT, and other ministries;

Selecting the second batch of Group expert talents, resulting in 71 Group-level experts across 8 fields, including 7 chief experts, 40 young top scientific talents, and 24 Datang craftsmen, comprehensively advancing expert talent development across system units and multi-channel talent pathways, with the total expert talent team reaching 2,041 people.
