"Four-Focus Efforts" Development Strategy
The "Four-Focus Efforts" development strategy is also known as the "1-2-6-6" strategy. During the "14th Five-Year Plan" period, ADBC aims to achieve "one major goal," namely reaching a "level of high-quality development comparable to industry-leading peers." It connects and drives high-quality development through "two key pathways," namely "reform" and "innovation," and takes serving rural revitalization as the overall guiding framework. It focuses on supporting key areas and weak links in agriculture and rural development across "six major fields," namely: fully serving national food security; consolidating and expanding poverty alleviation achievements while effectively linking them with rural revitalization; agricultural modernization; agricultural and rural development; coordinated regional development; and ecological civilization construction. It strengthens "six major supporting systems," namely "rule-of-law governance, talent development, risk control and foundational management, digital technology, and cultural branding."
