Specific Requirements for Piping Materials

According to the Technical Specifications for Piping Works and its annexes,

the piping materials procured this time must meet the following specific technical requirements:

Material Scope and Classification

This procurement covers various materials required for municipal water supply, drainage, and building internal piping systems.

Mainly includes, but is not limited to:

Pressure Piping Systems: Pipes, fittings, and valves suitable for main water supply networks and firefighting systems.

Non-Pressure Drainage Systems: Pipes, fittings, and manhole components suitable for rainwater and sewage discharge.

Building Internal Piping Systems: Pipes, fittings, and connectors suitable for water supply, drainage, and ventilation systems inside buildings.

General Technical Requirements

Compliance: All materials must comply with current and effective Spanish National Standards (UNE standards), European Standards (EN standards), and relevant industry norms. For specific products, the standard number complied with must be clearly marked (e.g., UNE-EN 545:2010 Ductile iron pipes, fittings, and accessories for water pipelines).

Certification and Marking: Key products (e.g., pipes and fittings in contact with drinking water, valves of specific pressure classes) must provide valid CE marking and Declaration of Conformity, or specific quality certification marks required by Spain/the Basque Country.

Origin and Traceability: Suppliers must provide manufacturer information for the materials. Use of products manufactured within the European Economic Area is encouraged. For non-EEA products, detailed import compliance documents are required. All batch products must have complete traceability documentation.

Technical Documentation: Each product category must be accompanied by a Spanish-language technical data sheet containing material composition, physical/mechanical properties, chemical properties, working pressure/temperature range, dimensional tolerances, installation instructions, and maintenance requirements.

Detailed Specifications for Main Material Categories

The following are specific requirement examples for some core material categories:

A. Pipe Categories

Polyethylene Pipes for Water Supply (PE 100 / PE 100-RC):

Standard: Compliant with the UNE-EN 12201 series.

Size Range: Outer diameters from 20mm to 800mm, pressure classes PN6 to PN25.

Performance Requirements: Minimum Required Strength (MRS) ≥ 10.0 MPa (PE 100); Rapid Crack Propagation (RCP) resistance meeting PE 100-RC grade requirements.

Color: Blue with blue stripe for drinking water pipes, or as per municipal requirements.

Marking: Pipes must have clear, permanent, non-removable markings on the body, including standard number, material grade, SDR value, pressure class, production date, and batch number.

Ductile Iron Pipes for Water Supply and Firefighting:

Standard: Compliant with UNE-EN 545:2010 (Water supply) or UNE-EN 598:2007 (Drainage).

Coating: External: Zinc layer + finishing coating (e.g., epoxy resin). Internal: Cement mortar lining or polyurethane coating, must meet standard-specified thickness and adhesion requirements.

Pressure Class: At least PN40.

Joint: Push-in T-type joint (compliant with UNE-EN 545) or flanged joint, with matching rubber gaskets (compliant with UNE-EN 681-1).

PVC-U Drainage Pipes:

B. Fittings, Valves, and Connection Components

Various Fittings: Must be fully compatible with the corresponding pipe brand, material, size series, and pressure class. Metal fittings must have anti-corrosion treatment (e.g., hot-dip galvanizing, epoxy coating). Plastic fittings must be from the same production system as the pipes to ensure welding or socket connection reliability.

Valves (Gate Valves, Butterfly Valves, Ball Valves, Check Valves, etc.):

Standard: Compliant with relevant product standards such as UNE-EN 1074, UNE-EN 593, UNE-EN 12266.

Pressure Class: Not lower than the design pressure of the connected piping system.

Operation Mode: Manual, gearbox, or electric/pneumatic actuator. Actuators must comply with relevant safety standards; electric actuators must have a protection rating of at least IP68 (for underground installation).

Testing: Factory pressure test reports (shell test, seat test) must be provided for each batch of valves.

Connection System Requirements:

Electrofusion Fittings: Must be from the same manufacturer as the pipe or be a compatible product with written certification from the original pipe manufacturer.

Mechanical Joints: Must provide long-term sealing performance test reports at specified pressures and specify installation torque requirements.

Flanges and Gaskets: Compliant with UNE-EN 1092 and UNE-EN 1514 standards; gasket material must be compatible with the conveyed medium.

C. Auxiliary Materials

Quality Assurance and Inspection

Third-Party Testing: The tendering authority reserves the right to request sampling of any batch of products and send them to an accredited laboratory with ILAC-MRA mark for verification testing, costs borne by the responsible party.

Delivery Inspection: Upon arrival at the site, the contractor and supervising party will conduct visual inspection, dimensional verification, and document review. Batches with incomplete documents or obvious defects will be rejected.

Sample Retention: For critical materials, samples will be jointly sealed upon delivery for potential re-inspection in case of dispute.

Packaging and Transportation

Packaging: Pipes should be securely bundled, pipe ends should have protective caps. Small fittings and valves should be packaged in moisture-proof boxes with clear product labels and packing lists. All packaging materials should be as environmentally friendly and recyclable as possible.

Transportation: Must ensure materials are free from damage, deformation, or contamination during transport. Must comply with the environmental requirements in the tender documents regarding transport vehicle size and route optimization.

Sustainability and Environmental Requirements

Environmental Product Declaration (EPD): Suppliers are encouraged to provide EPDs for core products to assess their lifecycle environmental impact.

Recycled Material Content: Use of products containing a certain proportion of recycled materials (e.g., some plastic pipes) is encouraged and should be stated.

Bid Opening Arrangements:

Public Opening of Economic Bids Time: The first Thursday at 09:00 after the bid submission deadline, postponed to the next working day if it falls on a holiday.

Bid Opening Location: Plenary Hall of Basauri City Council (C/ Kareaga Goikoa nº52, 48970 Basauri)

Bid Bond: Final bond amount is 5% of the tender budget (excluding VAT), i.e., €6,000.

Bidder Qualification Criteria:

Economic and Financial Capacity: Maximum annual turnover in the last three complete fiscal years not less than €90,000 (excluding VAT). Must be proven via approved annual accounts filed with the Commercial Registry.

Technical or Professional Capacity: Must provide a list of main supplies completed within the last three years, of the same or similar nature as the contract subject, with the cumulative amount in the year of highest execution volume not less than €42,000 (excluding VAT). The list must indicate amount, date, and recipient (public or private).

Simplified Proof: Enterprises formally registered in the Basque Country Tenderers and Classified Enterprises Registry or the National Official Tenderers and Classified Enterprises Registry are exempt from submitting documents proving their legal personality, capacity to act, representation authority, classification, and economic-financial capacity.

Legal Qualification: Must submit a standardized European Single Procurement Document declaration, proving full legal capacity, no grounds for exclusion, and no conflict of interest.

Bid Document Requirements:

Must be submitted via the designated electronic platform; all documents must be signed using a recognized electronic signature system according to Spanish law.

Must prepare and submit qualification documents, technical documents, and economic documents as required by the tender documents.

Alternative product proposals are allowed but must be reviewed and confirmed by municipal technical staff as technically and qualitatively equivalent to the specified reference products. If any material has no valid alternative, the entire bid will be rejected.
