Project Name: Open Bidding Project for Greening Maintenance Services of Shuohuang Railway Service Company for 2026-2029 (2nd Time) Bidding No.: CEZB250110977 Source of Funds: Self-raised by the enterprise Bidding Method: Domestic Open Bidding with Post-Qualification Bid Section Division: This project consists of 3 bid sections. This time, only Lot 3 is being re-tendered. Scope of Bidding for Lot 3: Definition of Maintenance Areas Areas within the Locomotive & Rolling Stock Company compound (Suning), specifically including but not limited to the following zones: Office Area Green Space: Covers green belts, garden lawns, entrance landscape areas, hedges and flower beds along walkways surrounding the main office building, auxiliary office buildings, conference center, and dispatching command center. Production Area Green Space: Covers protective green belts, isolation green belts, slope greening, and industrial landscape belts around production facilities such as the locomotive & rolling stock maintenance depot, preparation yard, signal building, equipment workshop, material warehouse, and energy station. Living Area Green Space: Covers greening around employee apartments, canteens, cultural and sports activity centers, employee clubs, parking lots, rest gardens, and vegetation along health trails. Road and Square Green Space: Covers affiliated green belts, street trees, tree pits, planters, and vertical greening along main roads, secondary roads, ring roads, sidewalks, squares, and dispersal areas within the compound. Other Auxiliary Areas: Covers greening around main gate entrances/exits, perimeter walls, temporary greening on reserved development land, greening around water systems, and isolation green belts around waste sorting stations. Specific Tasks for Greening Maintenance Arbor Maintenance: Includes but not limited to various deciduous and evergreen trees such as Platanus orientalis, Fraxinus chinensis, Sophora japonica, Koelreuteria paniculata, Ginkgo biloba, Cedrus deodara, Pinus tabuliformis, Picea asperata, Magnolia denudata, Prunus serrulata, Malus spectabilis, Acer pictum subsp. mono, Acer truncatum, etc. Maintenance tasks include: Regular Pruning: Shaping pruning, removal of dead/diseased branches, control of water sprouts, canopy adjustment, thinning for light penetration. No less than 4 concentrated pruning sessions per year, with dynamic adjustments during the growing season based on growth. Fertilization Management: Based on tree species, age, and soil conditions, apply base fertilizer no less than once per year and top-dressing fertilizer no less than twice per year, using a combination of organic and compound fertilizers. Watering and Drainage: According to season, rainfall, and soil moisture, provide spring reviving water, summer drought-resistant water, autumn anti-freezing water, and winter sealing water. Watering no less than 12 times per year. Timely drainage during rainy seasons. Pest and Disease Control: Adhere to the principle of prevention first and integrated control. Conduct regular inspections and treat pests/diseases promptly upon discovery. Use low-toxicity, high-efficiency pesticides. Comprehensive control no less than 6 times per year. Tree Protection: Trunk whitewashing, winter wrapping for cold protection, support reinforcement, tree cavity repair, tree pit mulching, maintenance of anti-collision facilities. Dead Tree Removal and Replanting: Timely removal of dead trees and replanting with the same species and specifications. Replanting survival rate not less than 95%. Shrub Maintenance: Includes but not limited to Prunus cerasifera f. atropurpurea, Prunus triloba, Forsythia suspensa, Syringa oblata, Jasminum nudiflorum, Rosa xanthina, Sorbaria sorbifolia, Cornus alba, Lonicera maackii, Spiraea salicifolia, Berberis thunbergii, Ligustrum lucidum, Euonymus alatus, etc. Maintenance tasks include: Shaping and Pruning: Post-flowering pruning, overwintering pruning, renewal and rejuvenation pruning to maintain aesthetic plant form. No less than 3 times per year. Fertilizer and Water Management: Combine base and top-dressing fertilizers; emphasize both watering and moisture retention. Pest and Disease Control: Targeted control for aphids, spider mites, powdery mildew, sooty mold, etc. Renewal and Rejuvenation: Timely renewal of aging plants, replanting to densify sparse areas. Lawn and Ground Cover Maintenance: Covers cool-season turfgrass, warm-season turfgrass, mixed-sown lawns, and various ground cover plants. Maintenance tasks include: Mowing: Regular mowing during growing season, height controlled at 5-8 cm, neat edges, no missed spots. Fertilization: Apply lawn-specific fertilizer no less than 3 times per year. Watering: Timely supplemental watering based on soil moisture to prevent drought or waterlogging. Weed Control: Combine manual weeding and chemical weed control to maintain lawn purity. Rejuvenation and Renewal: Timely overseeding or sodding for bare patches; aeration and topdressing with sand for compacted soil areas. Lawn Edge Trimming: Maintain clear, defined edges. Hedge and Color Block Maintenance: Includes but not limited to Buxus megistophylla, Buxus sinica, Ligustrum × vicaryi, Photinia × fraseri, Berberis thunbergii 'Atropurpurea', Sabina chinensis 'Kaizuca', Platycladus orientalis 'Aurea', etc. Maintenance tasks include: Trimming: Formal hedges trimmed no less than 6 times per year; natural color blocks trimmed no less than 4 times per year. Maintain flatness, density, and smooth lines. Fertilizer and Water Management: Regular top-dressing; timely watering during dry seasons. Pest and Disease Control: Focus on controlling scale insects, mites, anthracnose, etc. Replanting Missing Plants: Timely replanting to maintain overall density. Climbing Plants and Vertical Greening Maintenance: Covers Parthenocissus tricuspidata, Campsis grandiflora, Wisteria sinensis, Rosa multiflora, Hedera helix, etc. Maintenance tasks include: Guiding and Tying: Guide branches for even distribution, prevent excessive entanglement. Pruning and Cleaning: Remove dead and overly dense branches, control growth range. Fertilizer and Water Management: Synchronized with ground vegetation maintenance. Flower Bed and Flower Border Maintenance: Covers seasonal annuals, perennial flowers, ornamental grasses, etc. Maintenance tasks include: Seasonal Flower Replacement: No less than 4 times per year, changing varieties and colors according to seasonal themes. Watering and Fertilization: Precise water and fertilizer management to keep flowers vigorous. Deadheading: Timely removal of spent flowers to prolong viewing period. Pest and Disease Control: Targeted control to prevent spread. Ancient, Famous, and Specially Large Tree Maintenance: Establish special files, formulate special maintenance plans, implement key protection measures including rejuvenation, support, lightning protection, decay prevention, aeration, nutritional supplementation, etc. Scope and Quantity of Plant Rental Covers all indoor spaces within the Locomotive & Rolling Stock Company compound, including office areas, conference venues, reception halls, public corridors, canteens, apartment lobbies, cultural activity centers, etc. Preliminary estimate indicates a total indoor plant rental quantity of no less than 800 pots. Specific varieties, specifications, and quantities are subject to the actual needs of the Tenderee. The winning bidder must provide personalized configuration plans based on season, setting, and functional zones. Requirements for Plant Rental Varieties Including but not limited to: Epipremnum aureum totem, Radermachera sinica, Pachira aquatica, Dracaena draco, Dracaena arborea, Dracaena fragrans, Ficus elastica, Monstera deliciosa, Chrysalidocarpus lutescens, Pritchardia pacifica, Rhapis excelsa, Dracaena sanderiana basket, Orchid series, Anthurium andraeanum, Spathiphyllum wallisii, Phalaenopsis spp., Bromeliaceae, Maranta spp., Ferns, Succulent combinations, etc. Plants must be robust, well-shaped, free of pests and diseases, with clean and aesthetically pleasing containers. Tasks for Rental Service Initial Configuration: Complete selection, procurement, transportation, placement, and landscaping of indoor plants according to Tenderee requirements and site conditions. Routine Maintenance: On-site maintenance no less than twice per week, including watering, fertilizing, pruning, leaf cleaning, replacement of spent flowers, pest and disease control. Regular Replacement: Overall rotation of plants no less than once per quarter based on plant condition and ornamental effect, maintaining landscape freshness. Emergency Response: Arrive on-site within 2 hours of receiving Tenderee notification to address abnormal plant issues. Festival Decoration: Add seasonal flowers or themed plant decorations for major holidays such as New Year's Day, Spring Festival, May Day, National Day as required. Container Management: Provide ceramic pots, fiberglass pots, solid wood pot covers, etc., that coordinate with the interior decoration style, keeping them clean and intact. Irrigation Facility Maintenance Sprinkler System: Daily inspection, repair, and replacement of sprinklers, pipes, solenoid valves, controllers, pumps, etc., ensuring uniform spray, no leaks, and no dead zones. Drip Irrigation System: Cleaning, unclogging, and replacement of emitters, drip lines, main lines, filters. Watering Facilities: Supplement and maintenance of water taps, quick couplers, hoses, buckets, and other supporting tools. Winter Freeze Protection: Complete tasks such as draining pipelines, insulation wrapping, and equipment storage before winter. Intelligent Control System: If present, cooperate in parameter setting and fault troubleshooting. Garden Ornaments and Hardscape Maintenance Pavilions, Corridors, Trellises: Anti-corrosion treatment, repainting, structural reinforcement for wooden structures; rust removal, painting, welding repair for metal structures. Ornamental Stones, Sculptures: Regular cleaning, anti-moss/lichen treatment, anti-alkali treatment, stability inspection. Planters, Tree Pits: Anti-corrosion treatment for wooden planters, anti-rust treatment for metal planters, repair of damages. Fences, Protective Netting: Painting for anti-corrosion wood fences, rust removal for metal fences, replacement of damaged parts. Garden Paths, Plaza Pavements: Surface cleaning, weed removal, repair of loose bricks/stones, replacement of damaged parts. Benches, Trash Cans: Cleaning, repair, replacement. Lighting Facility Maintenance Courtyard Lights, Lawn Lights, Floodlights, In-ground Lights: Fixture cleaning, bulb replacement, circuit inspection and repair. Distribution Boxes, Time Switches, Sensors: Inspection and maintenance. Night Lighting Effect: Ensure good effect, no constantly-on lights, no damaged lights. Signage System Maintenance Plant Nameplates, Courtesy Signs, Directional Signs, Educational Signs: Cleaning, securing, replacement. Content Updates: Cooperate with Tenderee requirements. Drainage Facility Maintenance Green Space Inlets, Drainage Ditches, Seepage Wells: Cleaning and unclogging. Flood Emergency Response: Strengthen inspections during heavy rain, timely drainage. Other Facilities Green Belts (Isolation), Protective Posts, Anti-collision Facilities: Maintenance. Winter Cold Protection Facilities: Erection and dismantling of windbreaks, frost cloths, plant covers. Temporary Greening Screens, Warning Tapes: Installation and retrieval. Overall Quality Standards Implement "Urban Greening Maintenance Quality Standards" (DB11/T 213-2022), "Code for Maintenance and Management of Landscape Greening" (CJJ/T 287-2018), and relevant enterprise standards of China Energy Investment Group. Requirements: Green spaces clean and tidy, plants growing vigorously, good landscape effect, facility intact rate not less than 98%. Graded Maintenance Standards Implement graded maintenance based on area function and positioning: Level 1 Maintenance Area: Surroundings of main office building, main gate entrance, conference center, reception area. Requirements: Exquisite landscape, seasonal interest, no weeds, no dead branches, no bare soil. Level 2 Maintenance Area: Surroundings of production areas, road greening, living area gardens. Requirements: Clean and orderly, good growth, no severe pest/disease infestations. Level 3 Maintenance Area: Peripheral areas, temporary greening on reserved land. Requirements: No neglect, no garbage, no safety hazards. Assessment Mechanism The Tenderee will organize a monthly maintenance quality assessment. Assessment content includes plant growth condition, landscape effect, facility intact rate, work records, complaint handling, etc. If failing two consecutive assessments, the Tenderee has the right to terminate the contract. Project Manager Must hold an intermediate or higher professional title certificate and have over 5 years of project management experience in greening maintenance. Responsible for overall organization, coordination, quality control, and safety production of maintenance work for this bid section. On-site Technician Must hold a vocational qualification certificate for Floriculturist, Horticultural Worker, or Greening Worker, and have over 3 years of on-site technical guidance experience. Responsible for formulating daily maintenance technical plans, supervising implementation, identifying and controlling pests/diseases, and guiding new planting techniques. Maintenance Operators Based on maintenance area and tasks, configure a permanent maintenance team of no less than 15 personnel, including pruners, waterers, plant protection workers, facility repair workers, etc. Special operation personnel must hold relevant certificates. Operators must wear uniform attire, work civilly, and comply with the Tenderee's site management regulations. Operational Equipment The bidder must be equipped with operational vehicles, pruning machinery, spraying machinery, irrigation equipment, transportation tools, etc., sufficient to meet maintenance needs. Key equipment must be owned or long-term leased to ensure operational efficiency. Safety Production: Strictly comply with the Tenderee's safety production management regulations, sign safety agreements, purchase work injury insurance. On-site Warning: Set up safety warning signs at work sites; assign dedicated personnel to supervise high-altitude pruning and machinery operation. Chemical Management: Pesticides and fertilizers managed by dedicated personnel, used according to specifications; strictly prohibit pollution of water sources and soil. Waste Disposal: Pruning waste removed and disposed of daily, categorized disposal, resource utilization. Water-saving Measures: Conserve water, promote the use of reclaimed water for irrigation, rainwater collection and utilization. Noise Control: Schedule noisy operations to avoid rest periods, minimize impact on office and production. Maintenance Archives: Establish complete maintenance management archives, including plant inventory, work records, pest/disease control records, fertilization records, facility repair records, replanting records, etc. Regular Reporting: Submit monthly maintenance reports, quarterly maintenance summaries, and annual maintenance evaluation reports. Immediate Reporting: Report major incidents and emergencies immediately. Information System Cooperation: Cooperate with the Tenderee to complete greening asset inventory, data statistics, and information system entry. Emergency Plans: Formulate emergency plans for flood control, drought resistance, cold protection, typhoon prevention, and sudden pest/disease outbreaks. Emergency Response: Establish an emergency response team, equip with emergency supplies and equipment, arrive on-site for handling within 30 minutes of receiving instructions. Post-disaster Recovery: Organize comprehensive inspections before and after extreme weather, promptly restore damaged green spaces and facilities. Service Period Commitment The service period is 1096 calendar days. The bidder must commit to entering the site within 7 days after contract signing, completing handover and assessment of the current status, and submitting the annual maintenance work plan within 15 days. During the service period, the bidder shall not withdraw from the site or reduce work scope without justified reason or written consent from the Tenderee. Service Location: Various stations along the Shuohuang Railway Qualification Requirements: The bidder must be an independent legal person or other organization legally registered, providing valid proof documents. Performance Requirements: From March 2023 to the bid submission deadline, must have at least 1 contract performance for greening maintenance services. Must provide scanned copies of the contract (including pages with seals of both parties, signing date, key information pages; multiple contracts with the same client count as 1).
