Project Initiation and Preliminary Preparation Phase: Assist the purchaser in clarifying project requirements, preparing project management plans, quality plans, safety plans, and communication/coordination mechanisms. Participate in project feasibility studies and preparation of project approval documents. Assist in obtaining planning permits, construction permits, and other government approvals. Organize project kick-off meetings to clarify the roles and responsibilities of all parties involved.

Design Phase Management: Coordinate various design units (architectural, structural, MEP, landscape, etc.) to ensure design progress and quality meet contract requirements. Organize design review meetings to evaluate design proposals, preliminary designs, and construction drawings, ensuring compliance with national standards, EU regulations, and accessibility requirements. Track design change processes, assess the impact of changes on cost, schedule, and quality, and provide professional recommendations to the purchaser.

Tendering Phase Management: Assist the purchaser in preparing tender documents, technical specifications, and draft contracts. Participate in pre-qualification of bidders. Organize bid opening and evaluation, analyze bid prices, and provide evaluation reports and award recommendations. Assist the purchaser in contract negotiations with the successful bidder and finalize contract signing.

Construction Phase Management: Act as the purchaser's representative to comprehensively supervise construction progress, quality, safety, and cost. Review construction organization plans, schedules, quality plans, and safety measures submitted by the contractor, propose revisions, and monitor implementation. Regularly organize site meetings to coordinate and resolve technical issues and conflicts among parties during construction. Review payment applications submitted by the contractor, confirm that the work quantity and quality meet requirements, and provide payment approval. Supervise the inspection and acceptance of materials and equipment upon delivery to ensure compliance with design and specifications. Monitor construction progress, compare planned vs. actual, issue timely warnings for deviations, and propose corrective measures.

Quality Control and Safety Management: Establish a project quality control system, define acceptance criteria for key processes, organize inspections for concealed works and partial/section works. Supervise the implementation of safety measures by the contractor, conduct regular safety inspections and hazard identification to ensure the construction site complies with occupational health and safety regulations. Organize safety training and emergency drills, maintain safety records and accident reports.

Cost Control and Contract Management: Establish a project cost control system, track actual expenditures against budget, and submit regular cost reports to the purchaser. Review engineering changes, claims, and site instructions, assess their impact on cost, and provide recommendations. Manage contract execution to ensure all parties fulfill their contractual obligations, handle contract disputes and breaches.

Communication Coordination and Information Management: Establish a project information management system to ensure smooth information flow among design units, contractors, supervision units, and the purchaser. Regularly prepare project progress reports, quality reports, cost reports, and risk reports to update the purchaser on project status. Organize project coordination meetings, technical meetings, and site walkthroughs, prepare meeting minutes, and follow up on action items.

Risk Management and Problem Solving: Identify various risks during project implementation, including technical, schedule, cost, safety, and external environmental risks. Develop risk response plans. Analyze problems promptly upon discovery, propose solutions, and monitor implementation. Report major issues to the purchaser for decision-making.

Completion Acceptance and Handover Phase: Organize pre-completion inspections, check work completion status and quality defects, and督促 the contractor to rectify issues. Assist the purchaser in organizing specialized acceptance inspections (fire safety, environmental, health, etc.) and the final completion acceptance. Compile as-built documentation to ensure compliance with acceptance standards. Prepare a project summary report, including achievement of project objectives, lessons learned, and improvement suggestions. Assist the purchaser in asset handover procedures, organize training by the contractor and equipment suppliers, and submit complete as-built drawings, operation manuals, warranty cards, and spare parts lists.

Defects Liability Period Management: During the defects liability period, coordinate with the contractor to address quality defects and user complaints. Organize final inspections before the end of the liability period to ensure warranty obligations are fulfilled.

Service Period: 20 months

Service Team Requirements: Must specify the name and professional qualifications of the project manager

Expert Requirements:

Expert 1 must have experience managing projects of specific value: Managed at least 1 project with an investment value not less than 3 million EUR (excluding VAT), and managed at least 1 project with an investment value not less than 18.4 million EUR (excluding VAT)

Personnel Qualification Requirements: Relevant education and professional qualifications

Implementation Period: 20 months

Evaluation Method: Comprehensive scoring method

Price Score Weight: 40 points

Quality Score Weight: 60 points (KR2A 50 points, KR2B 10 points)

Evaluation Criteria:

KR2A: Number of projects with an investment value of at least 3 million EUR (excluding VAT) managed by Expert 1, 10 points per project, maximum 50 points

KR2B: Experience of Expert 1 managing a project with an investment value of at least 18.4 million EUR (excluding VAT), 10 points if applicable

Change Note: Evaluation criteria have been modified; scoring is no longer based on FIDIC contract experience. Proof of expert experience can be provided via CV, declaration, client confirmation, service contract, or appointment decision.
