The consortium consists of a building contractor, an architect, and one or more design offices. The consortium bears joint and several liability, and the authorized representative must be the building contractor. The objective of the consultation is to determine, from the functional program attached to the consultation documents, the method that best meets the needs and requirements. III. Service Information Service Type: Design and Construction Services Service Team Requirements: The consortium must include a building contractor (as the authorized representative), an architect, and one or more design offices. Construction Method: Off-site Construction Modular Prefabrication: The main structure of the dwellings (e.g., walls, floors, roof modules) will be prefabricated in a factory environment, rather than being cast or built from scratch on the construction site. Prefabricated elements include the structural frame, insulation, openings for doors and windows, and even some internal and external finishes. On-site Assembly: After the prefabricated components are completed, they are transported to the project site and precisely hoisted and assembled using lifting equipment to form the main building structure. Precision and Quality Control: Factory production ensures precise component dimensions and stable quality, while reducing the impact of on-site wet work and weather factors on the construction schedule. Scope of Works: Design Phase: Schematic Design: Led by the architect within the consortium, based on the functional program (programme fonctionnel) provided by the Upper Alsace Housing Authority, to complete the architectural schematic design for the two dwellings, including floor plans, facade design, and functional zoning. Detailed Design: The design offices (structural, HVAC, electrical, etc.) within the consortium complete the construction drawings for each discipline, ensuring reasonable splitting of prefabricated components, reliable connections, and compliance with French building regulations (e.g., RT 2012/RE 2020 environmental regulations). Prefabrication Design: For the off-site construction method, specialized component splitting design is carried out to optimize component dimensions, weight, transportation plans, and on-site assembly joints. Construction Phase: Factory Prefabrication: Production, curing, and quality inspection of all prefabricated components within the factory. Transportation and Logistics: Develop a detailed transportation plan to deliver prefabricated components to the project site in Absheim on time and safely. Site Preparation: Complete site leveling, foundation and groundwork to prepare for the hoisting of prefabricated components. On-site Assembly: Organize on-site hoisting, assembly, and fixing of components to complete the main structure enclosure. Finishing and Fitting-out: Complete roofing, internal and external wall finishes, door and window installation, connection of MEP pipelines, interior finishing, and external landscaping works. Equipment Installation: Install kitchen, bathroom, and other supporting facilities, and conduct system commissioning. Delivery and Handover: Complete all construction works, pass final inspection, and deliver to the Upper Alsace Housing Authority for operation. Consortium Responsibilities (Design-Build Method): Single Point of Responsibility: The consortium consisting of the construction company, architect, and design offices acts as the single point of responsibility, bearing overall responsibility for the project's design quality, construction schedule, cost control, and final deliverables. Collaborative Design: The construction company and the design team collaborate closely from the outset of the project, fully considering the constructability, economy, and construction convenience of the prefabrication process during the design phase to avoid disconnect between design and construction.
