Lavera Chemical Site Gains Government Support to Transform into a Sustainable Production Hub

The French government is supporting the transformation of the Lavera chemical site under the "Grands Projets d'Investissement pour la Décarbonation de l'Industrie" (AO GPID) framework, a program that is part of the France 2030 investment plan and implemented by the French Environment and Energy Management Agency (ADEME). The AO GPID provides annual grants to support major industrial decarbonization projects that achieve verifiable emission reductions over 15 years, aiming to reduce France's dependence on fossil fuels.

Against the backdrop of European chemical plants facing challenges from high energy costs and global competition, this investment safeguards the jobs of approximately 2,000 direct employees and over 10,000 employees across the entire supply chain. Lavera is a crucial pillar of French industry, with its products used in pharmaceuticals, healthcare, aerospace, transportation, clean energy, food packaging, and defense. Maintaining this production capacity is vital for France's industrial strength, economic resilience, and technological development.

Through modernization, Lavera will transform into a more profitable and low-carbon facility, with a clear path towards achieving net-zero production in the future as electrification and carbon capture technologies mature. This investment will also support France's circular economy goals, as Lavera's cracker units will be capable of processing sustainable feedstocks from recycled plastics and bio-based materials, replacing fossil-based feedstocks.

Combined with the €250 million investment announced in November 2025, the total planned investment for the Lavera site exceeds €550 million. INEOS continues to call for policy measures to enhance the competitiveness of the European chemical industry. Otherwise, it could lead to job losses and increased emissions, making European industry more dependent on imports.
