China's Shaanxi Yanchang Petroleum Yulin Coal Chemical Company Adjusts Downstream Ethanol Acetic Acid Project, Environmental Impact Assessment Documents Accepted

Recently, the Department of Ecology and Environment of Shaanxi Province issued an announcement, accepting the major change environmental impact assessment documents for the downstream products project of ethanol and acetic acid by Shaanxi Yanchang Petroleum Yulin Coal Chemical Co., Ltd. The public notice period runs from March 2, 2026, to March 13, 2026.

Shaanxi Yanchang Petroleum Yulin Coal Chemical Co., Ltd. is a wholly-owned subsidiary of Shaanxi Yanchang Petroleum Group. Its existing facilities include an annual production capacity of 200,000 tons of methanol, 400,000 tons of acetic acid, 250,000 tons of liquefied carbon dioxide, a 150,000-ton syngas-to-oil demonstration unit, and a 30,000-ton Fischer-Tropsch heavy distillate deep processing unit. In conjunction with the planned 500,000-ton methanol-to-ethanol unit by its subordinate Kaiyue Company, the original plan was to produce 300,000 tons of vinyl acetate, 200,000 tons of ethyl acetate, and 200,000 tons of EVA using ethanol and acetic acid to extend the industrial chain. The vinyl acetate combined unit and supporting projects commenced construction in October 2024.

In light of market changes, the company optimized its processing route, adjusting it to construct a 30,000-ton ultra-high molecular weight polyethylene unit, a 50,000-ton vinyl oil unit, a 50,000-ton alpha-olefins unit, and a 100,000-ton polyolefin elastomers unit, while retaining the 300,000-ton vinyl acetate combined unit to build a more complete industrial chain. The changed project has been re-filed, with a total investment of approximately 9.86 billion yuan.
