Wedoany.com Report on Mar 16th, The Ministry of Housing and Urban-Rural Development recently issued the first batch of the list of replicable experiences and practices for promoting and applying new building materials. This list systematically summarizes the successful practices of various regions in policy guidance, institutional mechanisms, technical support, and development innovation, providing reference for the nationwide promotion and application of new building materials.

In terms of policy guidance, many regions have strengthened legal safeguards and increased policy support. Shanghai issued the "Shanghai Construction Engineering Materials Management Regulations," clarifying requirements for construction engineering material quality management and the promotion and application management of new construction engineering materials. Zhejiang Province has positioned the promotion of green building materials as a key measure for "quality housing" construction, focusing on improving the insulation, thermal insulation, sound insulation, waterproofing, and environmental performance of residential building materials. Shanxi Province promotes green building material products and components that are recyclable, reusable, high-strength and durable, green for decoration and renovation, water-saving, and energy-efficient in government procurement projects.
Regarding institutional mechanism innovation, various regions have optimized the application environment by establishing coordination mechanisms for promotion and application, and issuing catalogs of building material technologies for promotion, restriction, and prohibition. Henan Province issued a relevant action plan, focusing on cultivating key industries such as building envelope and concrete, insulation system materials, glass, and curtain walls from aspects like investment funds, financial services, professional talent supply, and cultivating leading enterprises. Provinces like Hebei, Jiangxi, Gansu, and Guizhou have established green building material promotion and application groups to promote the production, certification, and application of green building materials. Jilin Province released the "Jilin Province Construction Engineering Material Application Catalog," building a platform for connecting production and demand to facilitate communication and cooperation between upstream and downstream enterprises in the construction industry.
In terms of technical support, many regions have strengthened the guiding role of technical standards to drive technological innovation and development. Beijing has incorporated building material application requirements into the quality requirements for high-standard commercial housing projects. Hebei Province issued eight local technical standards for the application of high-quality building materials, including the "Technical Standard for 600MPa High-Strength Reinforced Concrete Structures" and the "Technical Standard for Energy-Saving Doors and Windows Engineering in Civil Buildings," clarifying the orientation for green building material application and promoting their large-scale adoption. Hunan Province established a Building Energy Efficiency and Green Construction Technology Center, and Henan Province supported the formation of a Green Building Materials Technology Innovation Alliance.
At the level of development and innovation, many regions have increased fiscal, tax, and financial support to cultivate characteristic industrial clusters. Provinces like Fujian, Jilin, and Gansu have provided green financial support, strengthening the role of policy incentives and support. Provinces like Jilin and Guizhou have established special reward and subsidy mechanisms to stimulate the initiative of business entities. Based on its industrial advantages, Hebei Province is cultivating industrial bases such as the Shijiazhuang cement, ceramics, doors and windows, and coatings industrial base; the Baoding energy-saving doors and windows and passive house industrial base; and the Tangshan steel, cement, and ceramics industrial base, aiming to build a specialized and distinctive green building material supply system.
