Both buildings were designed by Sir John Burnet Tait & Partners, with the former once serving as the headquarters for the American company Monsanto Chemical, which was acquired by German firm Bayer eight years ago. Meadows Partners assessed the existing buildings, stating: "10-20 Victoria Street are outdated buildings in urgent need of redevelopment. These buildings are inefficient and unsuitable for current and future office requirements."

The redevelopment scheme involves demolishing the existing buildings, retaining the basements, and constructing a stepped 13-storey building above. The project will nearly double the existing office space to over 24,000 square metres, while adding 750 square metres of restaurant and retail space.
