China Telecom Ningxia Branch regards the construction of the Token Factory as a key link in its computing power infrastructure layout. Leveraging the Ningxia hub node of the "East Data, West Computing" project, it has reserved over 1,900 acres of land for intelligent computing centers. The Token Factory, relying on China Telecom's "Xirang" platform, can achieve unified management of computing resources and efficient scheduling of heterogeneous computing power. Once completed, it can provide a monthly call volume of 3 trillion Tokens, serving a full spectrum of customers including leading internet enterprises, large model companies, research institutes, and developers.

China Telecom has established Token operations as a core strategic direction. At the 2025 performance briefing, China Telecom Chairman Ke Ruiwen proposed reshaping the business through AI Token operations, believing that the intelligent cloud system is essentially a Token operation system. China Telecom General Manager Liu Guiqing also pointed out that in the intelligent era, it is necessary to accelerate the transformation and upgrade from "traffic operations" to "Token operations." Previously, China Telecom had already launched a one-stop Token service platform and established a Token Ecosystem Alliance, covering the production and distribution links of the Token industry chain.

The Ningxia Intelligent Computing Center has developed certain technical characteristics in green and low-carbon operations. According to China Telecom's disclosure, the green electricity ratio at the Ningxia Intelligent Computing Center has exceeded 80%, air-cooled PUE is below 1.2, liquid-cooled PUE is below 1.15, computing efficiency reaches over 70%, and computing resource utilization rate is 100%. The center has built its own 110KV substation, directly connected to green energy sources such as photovoltaic and wind power. It adopts a full DC BR busbar N+2C redundant power supply architecture and an integrated wind-liquid homologous cold source design, achieving dynamic coordinated adjustment between air-cooled and liquid-cooled heat dissipation modes.

The advancement of this project will further strengthen China Telecom's large-scale supply capacity in Token generation, representing a key infrastructure investment for the operator's transformation from a network pipeline to an intelligent service provider in the AI era.
